Abstract
Perkembangan kerja sama antar negara di berbagai bidang dapat terjadi karena adanya isu dan kepentingan kolektif, contohnya bidang kesehatan. Isu kesehatan yang awalnya adalah isu medis, berkembang menjadi perhatian global. Hal dibuktikan dengan dibentuknya WHO oleh PBB pada tahun 1948. Dalam menjalankan mandatnya, organisasi pemerintahan internasional, termasuk WHO, seringkali dikritik atas kinerjanya. Latar belakang setiap negara yang kompleks, yang berkaitan dengan bagaimana pemerintah menghadapi suatu isu dan reaksi masyarakat terhadap intervensi otoritas, merupakan faktor yang perlu diperhatikan dalam menganalisis studi kasus intervensi organisasi pemerintahan internasional, seperti yang terjadi dalam misi penanganan Epidemi Ebola di Guinea, Liberia, dan Sierra Leone (2014-2016) oleh WHO. Faktor-faktor yang berkontribusi terhadap berkembangnya wabah Ebola menjadi Epidemi saling berkaitan dan kompleks. Permasalahan ini merupakan fragmentasi laten dari peperangan dan instabilitas politik belasan tahun, dan bukan hal yang bisa ditangani dengan instan oleh WHO dengan sekedar peningkatan kapasitas dan kapabilitas. Penelitian ini mengacu pada teori Neoliberalisme dan tiga konsep yaitu institusi internasional, kerja sama regional, dan fragile and conflict-affected states. Penelitian ini merupakan penelitian kualitatif dengan metode studi kasus, dan pemaparan secara deskriptif dan eksplanatori. Data yang diperoleh dalam penelitian merupakan hasil studi pustaka yang valid, kredibel, dan relevan, serta dianalisis dengan teknik narrative analysis. Hasil penelitian memaparkan latar belakang yang kompleks di Guinea, Liberia, dan Sierra Leone dalam kaitannya dengan terjadinya Epidemi Ebola; serta bagaimana intervensi otoritas nasional, maupun WHO; dan tantangan yang dihadapi dalam upaya pengendalian./ The development of cooperation between countries in various fields happens due to collective issues and interests, health sector being one of those. Health issues which were merely medical issues, have become global issues. This is reflected through the establishment of WHO by the United Nations in 1948. In carrying out its mandate, international government organizations, including WHO, are often criticized for their performance. The complex background of each country, which relates to how the government deals with an issue and the public's reaction to the the authorities, is a factor that needs to be considered in analyzing case studies of assistance by international government organizations, such as what happened in the mission to contain the Ebola epidemic in Guinea, Liberia, and Sierra Leone (2014-2016) by WHO. The factors that contributed to the epidemic are interrelated and complex. The latent fragmentation of decades of war and political instability is not something that the WHO can solve instantly by simply increasing capacity and capability. This study refers to the theory of Neoliberalism and three concepts, namely international institutions, regional cooperation, and fragile and conflict-affected states. This research is qualitative research using a case-study method, and presented in a descriptive and explanatory approach. The data in this research are obtained through valid, credible, and relevant sources, and were analyzed using narrative analysis techniques. The results of the study describe the complex background in Guinea, Liberia, and Sierra Leone in relation to the occurrence of the Ebola Epidemic; the responses of national authorities and WHO; and challenges faced during the containment.
