Abstract

Pariwisata dan Hubungan Internasional memiliki keterkaitan yang erat dan Indonesia sebagai negara yang dikenal punya segudang potensi wisata perlu megembangkan potensi tersebut secara konstan. Tujuan penelitian ini adalah untuk mendeskripsikan bentuk-bentuk upaya pemerintah daerah dalam rangka internasionalisasi potensi budaya dan pariwisata Sulawesi Utara. Teori Neoliberalisme adalah teori yang dipakai bersama dengan beberapa konsep turunan, yaitu Globalisasi, Soft Power, dan Diplomasi Publik. Penelitian ini bersifat kualitatif. Peneliti memanfaatkan data sekunder yang diperoleh dari studi kepustakaan dan penelusuran daring yang kemudian dianalisis menggunakan teknik analisis naratif. Hasil penelitian menunjukkan bahwa upaya internasionalisiasi dilakukan pemerintah daerah Sulawesi Utara melalui kerja sama bilateral dengan beberapa negara, termasuk Filipina, Korea Selatan, dan Latvia. Ada pula kolaborasi dengan beberapa negara melalui Sister City, yaitu Cina, Australia, dan Malaysia. Pemerintah daerah Sulawesi Utara juga bekerja sama dengan UNWTO. Upaya mandiri difokuskan pada pembangunan infrastruktur yang bertujuan demi kemudahan akses dan promosi potensi budaya dan pariwisata. Infrastruktur tersebut termasuk jalan tol, jalan raya, jembatan, bandara, monumen, Kawasan Ekonomi Khusus (KEK), dan desa wisata. Dengan bekerja sama, potensi budaya dan pariwisata sebuah negara akan menggerakkan roda perekonomian yang pada akhirnya membawa kesejahteraan. Interaksi dengan negara lain dan warga asing baik di Indonesia maupun di luar Indonesia memungkinkan terbangunnya people to people understanding yang bermanfaat bagi peningkatan hubungan bilateral Indonesia dengan negara lain. / Tourism and International Relations are closely related and Indonesia, as a country known to have a myriad of tourism potentials, needs to develop this potential constantly. The purpose of this study is to describe measures taken by the government in the context of internationalization of the cultural and tourism potential of North Sulawesi. Neoliberalism theory is a theory that is used together with several concepts: Globalization, Soft Power, and Public Diplomacy. This research is qualitative research. The researcher uses secondary data obtained from literature studies and online searches which are then analyzed using the narrative analysis technique. The results show that the internationalization efforts were carried out by the local government of North Sulawesi through bilateral cooperation with several countries, including the Philippines, South Korea, and Latvia. There are also collaborations with several countries through Sister City, namely China, Australia, and Malaysia. The local government of North Sulawesi is also cooperating with UNWTO. Independent measures are focused on infrastructure development aimed at facilitating access and promoting the potential of culture and tourism. The infrastructure includes toll roads, highways, bridges, airports, monuments, Special Economic Zones (SEZs), and tourist villages. With cooperation, the cultural and tourism potential of a country will drive the wheels of the economy which will ultimately bring prosperity. Interaction with other countries and foreigners both in Indonesia and outside Indonesia allows the establishment of people-to-people understanding which is beneficial for enhancing Indonesia's bilateral relations with other countries.
