Abstract
The Korean peninsula was divided into two countries under the control of
the United States and China, two major world powers, in the aftermath of World
War II and the Korean War. Following years of hostility, the two Koreas began to
build the Kaesong Industrial Complex as an economic cooperation initiative in
2000. The complex was intended to provide commercial benefits to South Korean
companies and North Korean employees involved in the manufacture of textiles,
metals, electronics, shoes and other goods. It became a symbol for peaceful
interaction between the two countries. However, the economic cooperation is also
used by the two Korean governments as a bargaining power during times of
heightened tension on the peninsula. This study argues that the operation of the
Kaesong Industrial Complex is largely determined by the dynamics of the
bilateral relationship between South Korea and North Korea, as well as by the
broader geopolitical environment involving the United States and China. In this
context, the purpose of this study is to determine how these multi-level external
conditions might affect the operation of the Kaesong Industrial Complex. / Semenanjung Korea terpisah menjadi dua negara di bawah pengendalian
dua kekuatan besar dunia yaitu Amerika Serikat dan Cina setelah Perang Dunia
ke-2 dan Perang Korea. Setelah bermusuhan selama puluhan tahun, pada tahun
2000 kedua Korea yang masih bersaudara ini mulai bekerja sama di bidang
ekonomi yaitu Kawasan Industri Kaesong. Yang dimaksudkan dengan Kawasan
Industri Kaesong adalah usaha bisnis yang melibatkan perusahaan Korea Selatan
dan karyawan dari Korea Utara yang memproduksi tekstil, logam, elektronik,
sepatu dan yang lain-lain. Kawasan Industri Kaesong menjadi simbol untuk
hubungan dan interaksi kedua negara secara damai. Tetapi kerja sama tersebut
juga digunakan oleh kedua negara sebagai alat untuk bargaining power. Argumen
di dalam penelitian ini mengatakan bahwa pengoperasian Kawasan Industri
Kaesong sangat ditentukan oleh dinamika hubungan bilateral Korea Selatan dan
Korea Utara serta situasi hubungan di tingkat internasional yang melibatkan
Amerika Serikat dan Cina. Demikian tujuan penelitian ini adalah menjelaskan
bagaimana kondisi eksternal tersebut yang memiliki sifat multi-level
memengaruhi pengoperasian Kawasan Industri Kaesong.
