Abstract

After being released from house arrest and elected to be the State Counselor, the Myanmar people are waiting for Aung San Suu Kyi, as the democratic leader, to end the ethnic conflicts. Myanmar is one of the countries with the longstanding history of ethic conflict. One of the source of the conflict is the ethnical problem of Moslems-Rohingya in Rakhine who have been ill-treated because they are not admitted as one of the national ethnicity, according to Citizenship Law 1982. The shooting that killed several border police in Rakhine by ARSA on August 25, 2017 triggered the fierce striking back by the military Tatmadaw and the Buddhist nationalists. The wave of refugee flees from the Rakhine state to the neighboring countries around Myanmar. The total number has reached hundreds of thousands. Strong protests come from the Myanmarese and international society urging Aung San Suu Kyi to end the artrocities. The attitude shown by Aung San Suu Kyi concerning the Rohingya conflict in Rakhine earns dissatisfaction from many sides. The thesis is to do a research on the attitude of Aung San Suu Kyi and its impact on the conflict settlement of Rohingya in Rakhine. By using the critical discourse analysis method, this thesis reveals the background and personal dynamics behind the attitude of Aung San Suu Kyi. It also explains the consequences of the attitude towards the conflict settlement. By examining several speeches, interviews and other related documents, this research finds that Aung San Suu Kyi remain unchanging towards the citizenship status of Rohingya, therefore the conflict settlement will not be the priority in her government. / Sejak dibebaskan sebagai tawanan kota dan diangkat menjadi Penasihat Negara, masyarakat Myanmar menanti-nantikan Aung San Suu Kyi sebagai pemimpin demokratis menuntaskan penyelesaian konflik etnis. Myanmar merupakan negara yang memiliki konflik etnis paling lama dibandingkan negaranegara lainnya di dunia. Salah satu konflik bersumber dari masalah etnis minoritas Muslim Rohingya di Rakhine, yang mendapatkan perlakuan buruk karena keberadaannya tidak diakui sebagai salah satu etnis nasional, menurut Undang-Undang Kewarganegaraan 1982. Penembakan yang menewaskan sejumlah polisi penjaga pos perbatasan Rakhine oleh ARSA pada 25 Agustus 2017 memicu tindakan balasan keras dari militer Tatmadaw dan kelompok Budhis Rakhine. Gelombang pengungsian besar mengalir dari Rakhine ke negara-negara tetangga Myanmar hingga mencapai ratusan ribu jiwa. Protes keras dari rakyat Myanmar dan masyarakat dunia meluas dan mendesak Aung San Suu Kyi untuk menghentikan kekerasan tersebut. Sikap Aung San Suu Kyi terhadap masalah Rohingya di Rakhine mengecewakan semua pihak. Tesis ini meneliti tentang sikap Aung San Suu Kyi dan dampaknya terhadap penyelesaian konflik Rohingya di Rakhine. Dengan menggunakan metode penelitian analisis wacana kritis, tesis ini mengungkap latar belakang dan dinamika personal di balik sikap Aung San Suu Kyi dan menggambarkan konsekuensinya terhadap penanganan konflik. Lewat penelusuran sejumlah transkrip pidato, wawancara, dan dokumen lainnya, penelitian ini menemukan bahwa Aung San Suu Kyi menunjukkan sikap tidak mengakui etnis Rohingya, sehingga penanganan konflik ini tidak akan menjadi prioritas dalam pemerintahannya.
