Tanah merupakan sumber kehidupan bagi manusia, dimana semua kegiatan yang dilakukan oleh manusia tidak terlepas dari tanah. Tanah diatur dalam Undang-undang nomor 5 tahun 1960 tentang peraturan dasar pokok-pokok agraria selanjutnya disebut UUPA.
