Abstract

Pertukaran pemuda merupakan salah satu bidang penting bagi Australia dan Indonesia sebagai instrumen diplomasi yang meningkatkan hubungan orang ke orang dalam mencapai hubungan bilateral yang lebih erat. Namun pada kenyataannya hubungan bilateral kedua negara kerap mengalami pasang surut. Oleh sebab itu, Australia dan Indonesia perlu melaksanakan kerja sama melalui pertukaran pemuda Australia-Indonesia Youth Exchange Program yang dibawahi oleh Kementerian Pemuda dan Olahraga untuk Indonesia dan Department of Foreign Affairs and Trade untuk Australia di mana sudah dimulai sejak tahun 1981. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Australia-Indonesia Youth Exchange Program menciptakan hubungan people to people yang erat antara Australia dan Indonesia. Kemudian untuk menjelaskan pentingnya Australia-Indonesia Youth Exchange Program dalam meningkatkan hubungan bilateral antara Australia dan Indonesia. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif dan melakukan wawancara dengan salah satu narasumber alumni Australia-Indonesia Youth Exchange Program. Teori yang dipakai dalam penelitian ini adalah teori liberalisme dan beberapa konsep pendukung lainnya seperti, konsep kebijakan luar negeri, konsep kerja sama bilateral, konsep diplomasi dan konsep diplomasi publik serta konsep pemuda. Melalui program pertukaran pemuda oleh Australia dan Indonesia menunjukkan bahwa kedua negara memiliki keseriusan dalam mempererat kerja sama bilateral untuk meningkatkan pemahaman terhadap perbedaan kebudayaan dan meningkatkan keeratan hubungan berkelanjutan antara pemuda kedua negara yang melibatkan host-family. Di lain hal, latar belakang Australia-Indonesia Youth Exchange Program sangat memberikan kesempatan bagi para pemuda untuk dapat mengeksplor dan mendapatkan pengalaman lebih banyak di antara berbagai kegiatan yang sudah dirancang dalam program tersebut, termasuk magang dan performance di sekolah-sekolah. Adapun hubungan orang ke orang melalui Australia-Indonesia Youth Exchange Program berjalan dengan baik dan diperkuat dengan melibatkan generasi muda agar hubungan kedua negara dapat terus terjaga, menguat dan terhindar dari ketegangan atau fluktuasi. / Youth exchange is an important cooperation for Australia and Indonesia as an instrument to enhance people to people relations in achieving closer bilateral relations. However, in reality, bilateral relations between the two countries often experience ups and downs. Therefore, Australia and Indonesia need to carry out cooperation through the Australia-Indonesia Youth Exchange Program which is under the Ministry of Youth and Sports for Indonesia and the Department of Foreign Affairs and Trade for Australia which has been started since 1981. The purpose of this research is to find out how the Australia-Indonesia Youth Exchange Program creates close people to people relations between Australia and Indonesia. Then to explain the importance of the Australia-Indonesia Youth Exchange Program in improving bilateral relations between Australia and Indonesia. This study used a qualitative approach and descriptive method and conducted an interview with one of the resource persons from the alumni of the Australia-Indonesia Youth Exchange Program. The theory used in this research is the theory of liberalism and several other supporting concepts such as the concept of foreign policy, the concept of bilateral cooperation, the concept of diplomacy, the concept of public diplomacy and the concept of youth. Through the youth exchange program by Australia and Indonesia, it shows that the two countries have seriousness in strengthening bilateral cooperation to increase understanding of cultural differences and increase the close sustainable relationship between the youth of the two countries involving host family. On the other hand, the background of the Australia-Indonesia Youth Exchange Program provides an opportunity for young people to explore and gain more experience among the various activities that have been designed in the program, including internships and performances in schools. Meanwhile, people to people relations through the Australia-Indonesia Youth Exchange Program are going well and are being strengthened by involving the younger generation so that relations between the two countries can be maintained, strengthened and avoided from tensions or fluctuations.
