Abstract
Kontribusi Indonesia dalam menegakkan KHA untuk menghadapi isu pekerja anak di perkebunan tembakau yang masih belum maksimal menyebabkan angka pekerja anak di Indonesia semakin lama semakin meningkat. Hal ini mendorong angka pekerja anak yang tidak terdeteksi dengan baik. Oleh karena itu, pertanyaan dalam penelitian ini adalah bagaimana kontribusi Indonesia terhadap penegakan KHA di perkebunan tembakau Indonesia dan kendala apa yang dialami oleh Indonesia dalam mengimplementasikan KHA di perkebunan tembakau serta solusinya dengan tujuan untuk memberikan gambaran tentang peran penting KHA di dunia, mengetahui komitmen Indonesia dalam menegakkan KHA di perkebunan tembakau, dan memperoleh gambaran tentang program, implementasi, serta kendala dalam penegakan KHA di perkebunan tembakau. Penelitian ini menggunakan pendekatan penelitian kualitatif dengan metode penelitian studi kasus. Data penelitian primer diperoleh melalui wawancara dengan pemangku kepentingan dan data penelitian sekunder diperoleh melalui studi kepustakaan dan penelusuran daring. Hasil penelitian yang diperoleh dianalisis menggunakan teknik analisis naratif. Hasil penelitian dianalisis melalui liberalisme klasik yang didukung oleh beberapa konsep seperti Hak Asasi Manusia, Kerja Sama Internasional & Regional, dan Interdependensi. Berdasarkan penelitian yang telah dilakukan, Indonesia memiliki potensi besar untuk mengatasi isu pekerja anak di perkebunan tembakau tapi kontribusinya masih kurang, yang mana diperlukan kerja sama dan upaya yang lebih intensif untuk mengurangi angka pekerja anak di perkebunan tembakau Indonesia. / Indonesia’s contribution in upholding the CRC to deal with the child labor issue in tobacco plantations is still nonoptimal, causing the number of child labors in Indonesia to increase over time. This also causes the undetected number of child labors in Indonesia’s tobacco plantations. Therefore, this research studies the question of how Indonesia’s contribution in enforcing CRC in Indonesia’s tobacco plantations is and what obstacles are encountered by Indonesia and its solutions in enforcing CRC in Indonesia’s tobacco plantations – with the aim to provide an overview of the important role of CRC in the world, recognize Indonesia’s commitment in enforcing CRC in tobacco plantations, and obtain an overview of Indonesia’s programs, implementations, and obstacles encountered in enforcing CRC in tobacco plantations. This research uses a qualitative research approach with a case study research method. The data in this research is obtained primarily through interview with a stakeholder and secondarily obtained through library research and online searches. The data obtained is analyzed using the narrative analyzing technique. This research utilizes classical liberalism along with the concepts of human rights, international & regional cooperation, and interdependence. The results found that though Indonesia has great potentials to overcome the child labor issue in tobacco plantations, it still lacks contribution and requires more intensive cooperations and efforts to reduce the number of child labors in Indonesia’s tobacco plantations.
