Abstract
During the 20th century, the establishment of the waste trade industry provoked a controversy that spans through decades of adversity. This glaring affair is known as illegal waste dumping and it has grieved developing countries to this day. What started as an equally beneficial agreement between countries has become an unjust relationship; an example of this injustice happens in the Philippines, as they fall victims to illegal waste dumping. This thesis aims to analyse the reason behind Greenpeace’s contribution and describing its role, process, and the obstacles they face to combat said actions in the Philippines. Through the theory of Neoliberalism, this paper focuses on three concepts; non-state actors, non-government organisations, and civil society. Due to the lack of state action, results show that Greenpeace and its contributions are necessary, as former Philippines president Rodrigo Duterte blatantly refused to ratify 2019’s universally recognized Basel Ban Amendment until the end of his term in 2022. Greenpeace has been instrumental in aiding people to uphold justice while simultaneously keeping the Filipino government accountable for sustaining their commitment to the cause; by acting as intermediary between civil society and the state, Greenpeace has resulted that through cooperation and collaboration, absolute gains can be achieved./ Selama abad ke-20, industri perdagangan limbah memicu kontroversi yang berlangsung selama puluhan tahun. Masalah tersebut dikenal sebagai pembuangan limbah ilegal dan telah merugikan negara-negara berkembang hingga saat ini. Apa yang dimulai sebagai kesepakatan yang seharusnya menguntungkan antar negara telah menjadi hubungan yang tidak adil; contoh ketidakadilan ini terjadi di Filipina. Tesis ini bertujuan untuk menganalisis alasan di balik kontribusi Greenpeace dan mendeskripsikan peran, proses, dan hambatan yang mereka hadapi untuk memerangi masalah tersebut. Melalui teori Neoliberalisme, tesis ini berfokus pada tiga konsep; aktor non-negara, organisasi non-pemerintah, dan masyarakat sipil. Karena kurangnya tindakan pemerintah, peran dan kontribusi Greenpeace sangat diperlukan. Greenpeace berperan penting dalam membantu masyarakat menjunjung tinggi keadilan sekaligus menjaga pertanggungjawaban pemerintah Filipina untuk mempertahankan komitmen mereka terhadap tujuan tersebut; dengan bertindak sebagai perantara antara masyarakat sipil dan negara, Greenpeace telah membuktikan bahwa melalui kerja sama dan kolaborasi keuntungan mutlak dapat dicapai.
