Abstract
Pandemi Covid-19 memberikan pengaruh yang besar terhadap jalannya kehidupan. Berbagai macam pembatasan kegiatan luring diberlakukan secara ketat untuk menjaga penyebaran virus, kegiatan diplomasi pun tidak luput terkena imbas pandemi. Dalam masa yang tidak pasti ini pemerintah mengambil langkah untuk tetap menjalankan diplomasinya, salah satu caranya dengan menjalankan diplomasi publik Indonesia melalui rumah budaya Indonesia di Jepang, yang dapat tetap dilakukan secara daring. Penelitian ini memiliki tujuan untuk mengetahui bagaimana jalannya diplomasi publik Indonesia pada masa pandemi serta kontribusi yang diberikan oleh rumah budaya Indonesia di Jepang terhadap pemulihan pariwisata Indonesia. Penelitian ini menggunakan teori neoliberal dan dengan konsep kebijakan luar negeri, diplomasi, diplomasi publik, dan soft power. Dengan menggunakan metode penelitian deskriptif dan data sekunder, penelitian ini menemukan bahwa diplomasi dapat dilaksanakan secara virtual, seperti yang terlihat dari kegiatan-kegiatan rumah budaya Indonesia di Jepang selama masa pandemi. Strategi diplomasi publik dengan menggunakan dunia digital ini menjaga minat masyarakat Jepang terhadap Indonesia, khususnya pariwisata Indonesia. Diplomasi publik tidak hanya menjaga hubungan baik kedua negara khususnya antar masyarakat, tetapi juga membantu hubungan pariwisata antar kedua negara yang menyumbang langsung pada GDP Indonesia./ Covid-19 Pandemic has had major impact on the course of life. There is so many kinds of restrictions on offline activities are strictly enforced to keep the spreading of virus, diplomatic activities have not been spared from the impact of the pandemic. During this uncertain situation, the government took steps to continue its diplomacy, one of the ways is by carrying out Indonesian public diplomacy through Indonesian cultural houses in Japan, which can still be done by online. This study aims to find out how Indonesian public diplomacy worked during the pandemic and the contribution made by Indonesian cultural houses in Japan to the recovery of Indonesian tourism. This research is using neoliberal theory and concept of foreign policy, diplomacy, public diplomacy, and soft power. By using a descriptive analysis research method and seconday data, this study finds that diplomacy can be implemented virtually, as seen from the activities of Indonesian cultural houses in Japan during the pandemic. This public diplomacy strategy by using the digital media maintains the interest of the Japanese people in Indonesia, especially in Indonesian tourism. Public diplomacy not only maintains good relations between the two countries especially between communities, but it can help tourism relations between the two countries, which contribute directly to Indonesia's GDP.
