Abstract
Tesis ini membahas implikasi COVID-19 Vaccines Global Access (COVAX) sebagai instrumen terhadap keberlanjutan kerja sama multilateral dalam membantu pemerataan dan kelancaran distribusi vaksin COVID-19 secara global. Selain itu penelitian ini juga bertujuan untuk membahas faktor-faktor penyebab timbulnya ketidakpercayaan terhadap multilateralisme. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian analisa deskriptif. Data yang digunakan yaitu berupa jurnal, berita, buku terdahulu yang relevan dengan cara kerja COVAX, terutama terkait dengan kerja sama multilateral. Teori neoliberalisme dinilai sebagai pendekatan yang tepat karena teori ini berpendapat walaupun sulit tetapi negara harus bekerjasama melalui mekanisme agar dapat mengatasi isu global yaitu pandemi. Hasil penelitian menunjukkan bahwa COVAX masih memiliki ruang untuk terus berkembang sebagai kerja sama internasional yang sebagai penghubung bagi negara-negara penyedia dan penerima vaksin dalam menciptakan hubungan multilateral yang keberlanjutan. Sehingga tidak hanya dapat digunakan untuk pandemi COVID-19, COVAX dapat terus menjadi wadah kerja sama multilateral dalam mengatasi isu global lainnya. / This thesis discusses the implication of COVID-19 Vaccines Global Access (COVAX) as an instrument for sustainability of multilateral cooperation in helping to distribute the COVID-19 vaccine evenly and smoothly globally. In addition, this study also aims to discuss the factors that cause distrust of multilateralism. This study uses a qualitative approach with descriptive analysis method. The data used are in the form of journals, news, previous books that are relevant to how COVAX works, especially related to multilateral cooperation. The theory of neoliberalism is considered as the right approach for the study because this theory argues that even though it is difficult, countries must work together through mechanism in order to overcome a global issue, which is pandemic. The research shows that COVAX still has potentials to continue as an international cooperation that facilitate in vaccine supplying and receiving countries in creating sustainable multilateral relationships. Therefore, after COVID-19 pandemic, COVAX will continue as multilateral cooperation in addressing other global issues.
