Abstract

Isu sampah plastik laut merupakan suatu isu global bagi negara-negara termasuk Indonesia. Dalam merespons isu global ini, Indonesia yang menjadi negara penyumbang sampah plastik laut terbesar kedua secara global menaruh perhatian terhadap isu ini dengan melakukan upaya-upaya baik secara mandiri atau berkolaborasi dengan aktor-aktor lain. Penelitian ini memiliki tujuan untuk melihat mengapa sampah plastik laut menjadi isu global dan bagaimana upaya yang Indonesia lakukan untuk menangani isu tersebut baik secara mandiri atau berkolaborasi dengan berbagai aktor sejak tahun 2017. Penelitian meggunakan teori Neoliberalisme dengan tiga konsep yaitu, Environmental Security, Kerja Sama Internasional, dan Diplomasi Lingkungan. Penelitian ini adalah penelitian kualitatif, dengan metode penelitian deskriptif, menggunakan data sekunder, dan dianalisis dengan teknik analisis naratif. Berdasarkan hasil penelitian Indonesia melakukan beberapa upaya untuk menangani isu sampah plastik laut secara mandiri atau dengan aktor-aktor lain, seperti negara lain yaitu Korea Selatan, Amerika Serikat, Australia; organisasi internasional yaitu ASEAN dan World Bank; dan non-profit organizations yaitu Ocean Conservancy. Temuan penelitian menggarisbawahi dua hal yang selaras dengan Neoliberalisme, yaitu (1) fakta bahwa Indonesia masih menggandeng aktor lain (negara, organisasi internasional, dan non-profit organizations menunjukkan saling ketergantungan (interdependency) dan (2) kendala-kendala yang dialami Indonesia – seperti penerapan hukum nasional yang masih berada di tataran normatif, program-program yang bersifat insidental, serta ketiadaan laporan kegiatan yang komprehensif – memperlihatkan bagaimana perkembangan pada level nasional belum sejajar dengan komitmen internasional. / The issue of marine plastic debris has become a global issue for countries including Indonesia. In responding to this global issue, Indonesia, which is the second largest contributor to marine plastic debris globally takes an interest in this issue by making efforts either independently or in collaboration with other actors. This study aims to see why marine plastic debris has become a global issue and to see Indonesia's efforts to deal with it, either independently or in collaboration with various actors since 2017. This research uses Neoliberal theory with three concepts: Environmental Security, International Cooperation, and Environmental Diplomacy. This study will use qualitative research, with descriptive research methods, through secondary data, and analyzed with narrative analysis techniques. Based on the research results, Indonesia has made several efforts to deal with the issue of marine plastic waste independently or with other actors, such as other countries namely South Korea, the United States, and Australia; international organizations like ASEAN and the World Bank; and non-profit organizations such as Ocean Conservancy. The research findings underscore two things that are consistent with Neoliberalism, namely (1) the fact that Indonesia still cooperates with other actors (states, international organizations, and non-profit organizations showing interdependence) and (2) the constraints experienced by Indonesia – such as the application of national law which is still at the normative level, incidental programs, and the absence of a comprehensive activity report – shows how developments at the national level have not been in line with international commitments.
