Perlindungan hukum bagi profesi Notaris merupakan hal penting mengingat kewenangan khusus Notaris sebagai pejabat umum. Penelitian ini bertujuan mengetahui efektivitas Majelis Kehormatan Notaris Wilayah dalam memberikan perlindungan hukum terhadap profesi Notaris guna pelaksanaan pro justicia serta untuk mengetahui tata cara yang seharusnya dilakukan oleh Majelis Kehormatan Notaris Wilayah saat menolak atau memberikan persetujuan pemeriksaan bagi Notaris. Jenis penelitian yang digunakan adalah yuridis normatif. Dari hasil penelitian dapat disimpulkan bahwa Majelis Kehormatan Notaris belum efektif memberikan perlindungan hukum terhadap profesi Notaris dalam pelaksanaan pro justicia. Sebagai contoh Majelis Kehormatan Notaris belum memberikan pendampingan saat pemeriksaan Notaris dalam rangka pro justicia dan belum membentuk Majelis Kehormatan Notaris pada wilayah Kabupaten/Kota. Unsur perwakilan non Notaris dalam Majelis Kehormatan Notaris juga dianggap kurang memiliki pemahaman mengenai cara kerja Notaris atau hukum kenotariatan. Tata cara yang seharusnya dilakukan oleh Majelis Kehormatan Notaris Wilayah guna mendukung perlindungan hukum Notaris dalam pelaksanaan pro justicia masih membutuhkan penyempurnaan karena tidak terdapat standar operasional prosedur permohonan persetujuan pemeriksaan Notaris sehingga Majelis Kehormatan Notaris Wilayah tidak langsung menolak memberikan persetujuan apabila informasi dan dokumen untuk permohonan persetujuan pemeriksaan Notaris kurang atau tidak lengkap yang dapat dianggap menghambat pelaksanaan pro justicia (obstructing justice). / Legal Protection for the Notary Profession is important considering Notary’s special authority as a general official. This study aims to determine the effectiveness of the Regional Notary Honorary Council in providing legal protection for the Notary Profession for the implementation of pro justicia and to find out the procedure that should be carried out by the Regional Notary Honorary Council in terms of refusing or giving examination approval for Notary. The type of research used is normative juridical. From the study results it can be concluded that the Notary Honorary Council is not yet effective in providing legal protection to the Notary profession in the implementation of pro justicia. For examples, Notary Honorary Council has not provided assistance during a Notary examination in the pro justicia process and considering Notary Honorary Council is not yet available in the district/region. Non-Notary representative elements in Notary Honorary Council are also considered to have lack of understanding of how Notaries work or the law of Notarial. The procedures that should be carried out by the Regional Notary Honorary Council in order to support the legal protection of a Notary in the implementation of pro justicia still requires improvement in term of regulating the standard operating procedure for the Notary examination application so the Council does not instantly reject giving approval if the information and the documents required were incomplete, which may be considered to hamper the implementation of pro justicia (obstructing justice).
