Abstract

UMKM mempunyai peran besar dalam perekonomian Indonesia karena mereka memiliki dampak besar terhadap PDB negara. Di awal tahun 2020 mulai terjadi pandemi akibat penyebaran Virus Corona. Terjadinya pandemi mempengaruhi perekonomian negara dan sektor UMKM terkena dampak negatif. Lebih dari 1000 UMKM mengalami dampak negatif dan lebih dari 50% penurunan omset dialami oleh UMKM. Selanjutnya penulis akan menganalisis upaya Pemerintah dalam memberikan bantuan bagi UMKM yang terkena dampak pandemi dengan melakukan penelitian hukum normatif. Ia akan melihat implementasi Peraturan Pemerintah Nomor 7 Tahun 2021 dalam mendukung UMKM. Dalam Pasal 71 Peraturan Pemerintah Nomor 7 Tahun 2021 disebutkan bahwa fasilitasi dan bantuan Pemerintah seperti pembiayaan dan membantu UMKM menjadi digital. Bantuan realisasi pembiayaan dapat dilihat melalui program Kredit Usaha Rakyat, Banpres Produktif UMKM, Pemulihan Ekonomi Nasional. Sedangkan untuk digitalisasi terdapat berbagai program yang membantu UMKM dengan mengedukasi para pelaku usaha untuk beralih ke platform digital. Presiden juga meluncurkan tim yang disebut Gerakan Nasional Bangga Indonesia di mana mereka mempromosikan dan membuat program untuk digitalisasi UMKM.
