Abstract
"SD XYZ Kupang always gets three to four new teachers every year, this causes the number of new teachers to be more than the number of senior and experienced teachers. In addition, the performance of new teachers is not good as evidenced
by low supervision scores and has an impact on student learning and even complaints from parents. Therefore, appropriate leadership strategies and practices are needed to be able to develop new teacher competencies at SD XYZ
Kupang. The purpose of this study is to explain the principal's leadership strategy in instructional leadership practices to be able to develop new teacher competencies, as well as find out the challenges in developing new teacher
competencies at SD XYZ Kupang. This research is qualitative research with a case study design using a purposive sampling technique to determine the sources of 16 people. Data collection tools in the form of interviews and document studies were carried out to test the accuracy of the data by checking and validating by experts and triangulation of data sources. Data were analyzed using data reduction, data presentation, and conclusion or verification. From the results of the study, it was found that the leadership strategy used by school principals in developing new teacher competencies was to build bottom up and top-down interactions, school principals were involved in mentoring and mentoring new teachers and being role models with instructional leadership practices in the form of planning, communicating, giving support and evaluate. The challenges in developing new teacher competencies at SD XYZ Kupang are in the form of coordination only through the deputy principal, the need for mentors, and a more optimal development program". / "SD XYZ Kupang selalu mendapatkan tiga sampai empat guru baru setiap tahunnya, hal ini menyebabkan jumlah guru baru lebih banyak dari jumlah guru senior dan berpengalaman. Selain itu, performance atau kinerja guru baru kurang
baik yang dibuktikan dengan nilai supervisi yang rendah dan berdampak pada pembelajaran siswa bahkan komplain serta keluhan orang tua. Maka dari itu, diperlukan strategi dan praktik kepemimpinan yang tepat untuk dapat mengembangkan kompetensi guru baru di SD XYZ Kupang. Tujuan penelitian
ini adalah untuk menjelaskan strategi kepemimpinan kepala sekolah dalam praktik kepemimpinan instruksional untuk dapat mengembangkan kompetensi guru baru, serta mengetahui tantangan dalam mengembangkan kompetensi guru baru di SD
XYZ Kupang. Penelitian ini merupakan penelitian kualitatif dengan desain studi kasus yang menggunakan teknik purposive sampling untuk menentukan narasumber sebanyak 16 orang. Alat pengumpulan data berupa wawancara dan studi dokumen yang dilakukan pengujian keakuratan data dengan diperiksa serta
divalidasi oleh ahli dan triangulasi sumber data. Data dianalisis menggunakan reduksi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Dari hasil penelitian ditemukan bahwa strategi kepemimpinan yang digunakan oleh kepala sekolah dalam mengembangkan kompetensi guru baru adalah dengan membangun interaksi bottom up dan top down, kepala sekolah terlibat dalam pembimbingan dan pendampingan guru baru dan menjadi teladan dengan praktik kepemimpinan
instruksional berupa perencanaan, melakukan komunikasi, memberi dukungan dan melakukan evaluasi. Adapun tantangan dalam mengembangkan kompetensi guru baru di SD XYZ Kupang berupa koordinasi hanya melalui wakil kepala sekolah, kebutuhan akan mentor, dan program pengembangan yang lebih maksimal".
