Abstract
Dinamika politik-ekonomi yang terjadi di panggung internasional telah mendorong hampir semua negara–tidak terkecuali Indonesia dan Jerman–untuk saling mendekatkan diri dengan satu sama lain dan bekerjasama secara lebih intens demi mencapai dan menjaga kepentingan nasional masing-masing. Hal tersebut sejalan dengan premis Neoliberalisme yang meyakini bahwa negara adalah aktor yang rasional, sehingga memungkinkan terjadinya kerja sama antarnegara. Dalam menganalisis kerja sama bilateral Indonesia-Jerman tersebut, penelitian ini menggunakan teori Complex Interdependence beserta ketiga elemennya (multiple channels, absence of hierarchy among issues, minor role of military force) untuk menemukan bagaimana proses terbentuknya complex interdependence dalam kerja sama bilateral Indonesia-Jerman sejak era reformasi hingga saat ini. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian studi kasus. Data yang digunakan dalam penelitian ini adalah data primer berupa wawancara dan data sekunder berupa studi kepustakaan. Penelitian ini mendapatkan temuan bahwa kerja sama bilateral Indonesia-Jerman telah memenuhi ketiga elemen yang ada dalam complex interdependence, meskipun kerja sama bilateral tersebut dapat dikatakan belum terlalu substansial dan cenderung asimetris. / The political-economic dynamics that occur on the international stage have encouraged almost all countries–including Indonesia and Germany–to get closer to each other and cooperate more intensely in order to achieve and maintain their respective national interests. This is in line with the premise of Neoliberalism which believes that the state is a rational actor, thus enabling cooperation between countries. In analyzing the bilateral cooperation between Indonesia and Germany, this study uses the theory of Complex Interdependence and its three elements (multiple channels, absence of hierarchy among issues, minor role of military force) to discover how the process of complex interdependence was formed in bilateral cooperation between Indonesia and Germany since reform era to the present. This study uses a qualitative approach with a case study research method. The data used in this study are primary data in the form of interviews and secondary data in the form of literature studies. This research finds that the bilateral cooperation between Indonesia and Germany has fulfilled the three elements in complex interdependence, even though the bilateral cooperation can be said to be not very substantial and tends to be asymmetric.
