Abstract
Ada kecenderungan di studi Hubungan Internasional menggunakan metric kemampuan militer, kekuatan ekonomi dan kebijakan luar negeri yang koersif ketika menganalisis persaingan kekuatan besar. Namun, kemunculan coronavirus yang tidak terduga di 2019 telah merubah dinamika status-quo persaingan dua kekuatan besar saat ini antara negara adidaya Amerika Serikat dan Republik Rakyat Tiongkok. Bencana kesehatan ini tidak lama berubah menjadi pertarungan narasi politik dan distribusi wacana ketika dua kekuatan ini menggambarkan keunggulan manajemen pandemi mereka yang juga secara tidak langsung menggambarkan keunggulan ideologi masing-masing. Fenomena ini menggambarkan bahwa persaingan kekuatan besar tidak hanya berdasarkan cakupan kekuatan keras namun juga pertempuran gagasan, perang pengaruh dan persepsi. Maka dari itu, penelitian ini mendalami lebih lanjut mengenai faktor-faktor yang berkontribusi di balik pencipataan ide-ide tersebut menggunakan metode analisis wacana kritis yang berbasis pada kerangka teori Konstruktivis Natural. Temuan riset menemukan bahwa sejarah identitas nasional dan nilai-nilai ideologi bertindak sebagai garis pedoman dalam menentukan kebijakan penangan pandemi dan wacana apa yang disebarkan. Faktor ini juga menjelaskan ada urgensi besar bagi kekuatan besar untuk mempromosikan dan mengakkan ide-ide mereka sesuai dengan identitas yang mereka bawa untuk memberikan validasi terhadap nilai itu sendiri. Tambahan lagi, faktor interaksi antara AS dan Tiongkok sebagai saingan kekuatan besar juga sangat mempengaruhi narasi kontra-wacana dan tindakan balasan untuk merendahkan narasi dan kebijakan pandemi rival. / There is a tendency in the school of International Relations to have the discussion of great power competition surrounded on the metrics of military capabilities, economic powerhouse and coercive foreign policies. However, the unexpected occurrence of Covid-19 in 2019 had turned into a battle of political narratives and discourse distributions when both great powers dispersed the narratives describing superiority of their pandemic management, and in extension, the advantage of their ideology. This occurrence further illustrate that a great power competition extended far beyond the scope of hard power comparisons and comprised of equally- important battle of idea, war of influence and war of perception. This research dive further on to the contributing factors behind the creation of those ideas by using the critical discourse analysis method and the Natural Constructivist school of thought. The findings discovered how the history of national identity and ideological values, acted as founding guidelines in determining the pandemic management policies and the discourses that were dispersed. There is an utmost urgency for both great power to promote and uphold those ideas within their pandemic-management narratives since doing the opposite would majorly depreciate the validity and rightness of those values themselves. Additionally, the interaction between the U.S and China as great power rivals also majorly influenced the counter-discourse narratives and counter-actions in purpose to devalue another’s narratives and pandemic policies.
