Cooking oil as one of the basic ingredients of Indonesian society is very important to meet their daily needs. The phenomenon of scarcity of cooking oil which started due to demand and supply factors made cooking oil prices rise. It is very unfortunate that this phenomenon of scarcity of cooking oil is exploited by some business actors by hoarding cooking oil for their own interests. This study aims to determine the law of protection for consumers. about the phenomenon of scarcity of cooking oil which in turn leads to hoarding of cooking oil by business actors which makes it increasingly difficult for the public as consumers to reach the basic ingredients of cooking oil. In addition, this study aims to find out the law for business actors who commit acts against the law, namely hoarding cooking oil, what laws apply and have been stipulated for business actors in carrying out their business activities to sanctions for business actors who commit violations. The type of research used by the author is normative-empirical research with a legal systematic methodology approach, a legal synchronization approach, and a legal case approach (case study). Based on the research results in this thesis, it can be concluded that cooking oil as one of the main ingredients is very important, with the data obtained as evidence that Indonesian people like to consume cooking oil, resulting in hoarding by business actors. very detrimental to society as consumers. The act of hoarding cooking oil is against the law. As a result of this phenomenon, the Government of Indonesia issued laws and regulations to control the price of cooking oil, such as setting the highest retail price, with the aim that the price of cooking oil would return to stability and that the public would not have difficulty accessing the basic needs of cooking oil.
