According to newspaper, work accident happened in Indonesia classified as high level. One of the solution to minimize the work accident is by implementing Occupational Health and Safety Management System through certification NQA Indonesia is a Certification Body and provides many products and services and one of them is Occupational Health and Safety Assessment Series (OHSAS 18001) certification. But, the sales of OHSAS 18001 certification in NQA Indonesia is still low. Before clients make purchase of products and services, they must pass through stages in buying decision process. There are factors that affecting buying decision for certification of OHSAS 18001. They are work accident, health and safety culture behavior and vendor's need.
