Abstract
Risiko merupakan ancaman yang harus dapat dimitigasi, terutama dalam konteks pembangunan infrastruktur seperti proyek konstruksi. Risiko pada proyek konstruksi dapat berdampak lebih buruk terhadap proyek konstruksi, apabila pelaksanaan tidak sesuai dengan dokumen kontrak. Berdasarkan Laporan Akuntabilitas Kinerja Instansi Pemerintah Tahun 2021 menunjukkan bahwa kondisi alam/topografi Kabupaten Nias Selatan berbukit, sempit dan terjal serta pegunungan mencapai 51,2%. Kondisi medan yang demikian mempersulit pembangunan jalan yang lurus dan lebar, serta pembangunan yang tidak merata karena sulitnya percepatan pembangunan. Oleh karena itu, manajemen risiko pelaksanaan proyek konstruksi menjadi hal yang sangat penting untuk dipertimbangkan. Risiko yang terjadi pada umumnya dari beberapa faktor diantaranya: tenaga kerja, ketersediaan material, peralatan, metode kerja, dan lokasi pembangunan. Penelitian ini bertujuan untuk mengidentifikasi risiko pelaksanaan proyek konstruksi di Kabupaten Nias Selatan serta cara mitigasinya. Penelitian ini menggunakan metode severity index untuk menganalisis risiko. Metode penelitian yang digunakan adalah metode penelitian kualitatif, sampel penelitian berjumlah 32 (Tiga puluh dua) orang mencakup kontraktor, konsultan, tim teknis dan pejabat pembuat komitmen (PPK) di daerah Kabupaten Nias Selatan. Terdapat 20 (Dua Puluh) variabel risiko terpilih. Berdasarkan hasil analisis risiko diperoleh 17 (Tujuh belas) variabel risiko kategori sedang, dan 3 (Tiga) variabel risiko dengan kategori tinggi. Risiko yang dominan tersebut dilakukan mitigasi yang diharapkan dapat meningkatkan manajemen risiko baik di tingkat pelaksana proyek maupun pemangku kepentingan lainnya./Risk is a threat that must be mitigated, especially in the context of infrastructure development such as construction projects. Risks in construction projects can have a worse impact on construction projects, if the implementation is not in accordance with the contract documents. Based on the 2021 Government Agencies Performance Accountability Report, it shows that the natural conditions/topography of South Nias Regency are hilly, narrow and steep and mountainous, reaching 51.2%. Such terrain conditions make it difficult to build straight and wide roads, as well as uneven development due to the difficulty in accelerating development. Therefore, the risk management of construction project implementation is very important to consider. The risks that occur are generally from several factors including: workforce, availability of materials, equipment, work methods, and construction sites. This study aims to identify the risks of implementing construction projects in South Nias Regency and how to mitigate them. This study uses the severity index method to analyze risk. The research method used is a qualitative research method, the research sample is 32 (thirty two) people including contractors, consultants, technical teams and commitment-making officials (PPK) in the South Nias Regency. There are 20 (Twenty) selected risk variables. Based on the results of the risk analysis, 17 (seventeen) moderate risk categories were obtained, and 3 (three) high risk categories. The dominant risk is mitigated which is expected to improve risk management both at the level of project implementers and other stakeholders.
