Abstract

Proyek EPC (Engineering, Procurement & Construction) dilaksanakan dengan melibatkan banyak pihak dan menggunakan berbagai macam sumber daya, mengahadapi banyak masalah dan risiko yang mempunyai dampak terhadap kinerja waktu. Latar belakang diadakannya penelitian ini karena meningkatnya kebutuhan listrik industri di kawasan Provinsi Banten sehingga perlu dibangun saluran transmisi dan distribusi listrik seperti gardu induk dan transmisi. Tujuan penelitian ini adalah untuk mengidentifikasi dan menganalis dampak pada tahap proses desain terhadap kinerja waktu. Penelitian ini mengkaji berbagai pustaka dan hasil penelitian yang relevan antara lain: manajemen risiko, manajemen waktu proyek dan proses desain. Metodologi penelitian ini terdiri atas beberapa tahap antara lain Isyu yang relevan, menganalisis permasalahan penelitian, dan membahas hasil penelitian yang diperoleh. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif dalam menjawab permasalahan analisis yaitu dengan melakukan penyebaran kuesioner sebanyak 53 variabel bebas dan 1 variabel terikat kepada 45 responden. Analisis data diolah dengan uji stasistik SPSS. Dari hasil analisis data menunjukan ada empat faktor risiko utama di tahap desain yaitu konseptual desain, basic design, detail desain dan kontrak serta menghasilkan enam variabel yang berkontribusi langsung terhadap kinerja waktu proyek EPC pembangunan gardu induk dan transmisi 150 kV. Hasil penelitian ini membuktikan bahwa hipotesis penelitian ini dapat diterima sehingga dapat memberikan rekomendasi bagi para kontraktor EPC di Indonesia. This research background was a high demand on industrial electricity supply in Banten Province so that a need to build the transmission lines and electricity distribution building such as the Substation and transmission tower. This research aimed to identify and analyze impacts on design step to time performance. This research has studied various references and other relevant research results e.g. risk management, project time management and design step. Method of this research consists of studying the relevant issues, analyzing the research concern and discussing the results. The quantitative method used for this research, the questionnaire with 53 independent variables and 1 dependent variable distributed to 45 respondent. Data analyzed by SPSS statistic tests. The result showed there are four main risk factors in design step i.e. design concept, basic design, details of design and contract. Also there are six variables that contribute to time performance of EPC project Substation and transmission 150 kV project. This research result showed that the hypothesis of this research accepted so that the research could give a recommendation for EPC contractors in Indonesia.
