Sports has become another avenue in which states project their soft power. States compete to become a host of international sports tournaments such as the FIFA World Cup and the Olympics, as they see it to boost their prestige in the international community. However, becoming the host of the FIFA World Cup brings international attention to issues that are otherwise overlooked by the international community. In this case, the issue is the plight of migrant workers, who are exploited by Qatar to build facilities related to the World Cup such as stadiums and hotels. This resulted in Qatar implementing reforms to their law, to match international standards. Liberalism is used as the theoretical perspective because it focuses on the relationship between states, non-state actors, and human rights. This research uses a qualitative approach with comparative case study. Data are collected from secondary sources such as literature reviews, reports, and other resources. Data is analyzed through the narrative analysis technique. This research found that Qatar has made significant reforms, but the implementation of said reforms is lacking due to a lack of enforcement. International responses were critical against Qatar and FIFA at the start of the World Cup but became more positive as the World Cup proved to be an overall smooth competition./ Olahraga telah menjadi jalan lain bagi negara untuk memproyeksikan soft power mereka. Negara-negara bersaing untuk menjadi tuan rumah turnamen olahraga internasional seperti Piala Dunia FIFA dan Olimpiade, karena mereka melihatnya sebagai cara untuk meningkatkan prestise mereka di komunitas internasional. Namun, menjadi tuan rumah Piala Dunia FIFA membawa perhatian internasional terhadap isu-isu yang biasanya diabaikan oleh komunitas internasional. Dalam hal ini yang menjadi permasalahan adalah penderitaan para pekerja migran yang dieksploitasi oleh Qatar untuk membangun fasilitas terkait Piala Dunia seperti stadion dan hotel. Hal ini mengakibatkan Qatar menerapkan reformasi hukum mereka agar sesuai dengan standar internasional. Liberalisme dipilih sebagai perspektif teoritis karena fokusnya pada hubungan antara negara dengan aktor non-negera dan hak asasi manuasia. Penelitian ini menggunakan pendekatan kualitatif dengan studi kasus komparatif. Data dikumpulkan dari sumber sekunder seperti tinjauan pustaka, laporan, dan sumber lainnya. Data dianalisis melalui teknik analisis naratif. Penelitian ini menemukan bahwa Qatar telah melakukan reformasi yang signifikan, namun implementasi reformasi tersebut masih kurang karena kurangnya penegakan hukum. Tanggapan internasional pada awal kritis terhadap Qatar, namun menjadi lebih positif karena Piala Dunia terbukti menjadi kompetisi yang lancar secara keseluruhan.
