Abstract

Globalization has brought the world to the rapid development of communication, information and transportation technology. However, the conveniences offered by globalization do not always have positive impacts. The development of communication and transportation technology at this time can also facilitate the occurrence of transnational crime, especially people smuggling. Australia is one of the destination countries for people smuggling cases. Australia recognizes that this problem cannot be solved by itself, but that cooperation is needed with relevant state and non-state actors. Australia uses the Bali Process forum to tackle people smuggling together with other countries and non-state actors. Without cooperation, Australia finds it difficult to deal with people smuggling which involves many actors. This research will discuss the role of the Bali Process in combatting people smuggling in Australia. This study uses the theory of neoliberalism and the concepts of non-traditional security, transnational crime, people smuggling and multilateral cooperation which then become the basis for the author in conducting the analysis. The research method applied in this research is a descriptive method with a qualitative approach. To collect data, the authors conducted an interview with the Diplomatic Functional Officer, Directorate of International Security and Disarmament from the Indonesian Ministry of Foreign Affairs and also conducted online and literature studies. The results of the study concluded that the Bali Process has facilitated Australia to prevent the flow of people smuggling into the country through inviting the country of origin and the country of people smuggling transit to Australia to work together through the forum. The Bali Process has become a meaningful instrument for Australia in dealing with people smuggling. Australia uses financial assistance and capacity building programs that it provides to member countries to indirectly "ask" them to participate in tackling human smuggling in their countries. / Pengaruh globalisasi membawa dunia kepada kemajuan teknologi komunikasi, informasi, dan transportasi yang pesat. Namun, kemudahan-kemudahan yang ditawarkan oleh globalisasi tidak selalu membawa dampak yang positif. Perkembangan teknologi komunikasi dan transportasi saat ini juga dapat memudahkan terjadinya kejahatan transnasional, khususnya penyelundupan manusia. Australia menjadi salah satu negara tujuan dari kasus penyelundupan manusia. Australia menyadari bahwa masalah ini tidak dapat diselesaikan sendiri, melainkan dibutuhkan adanya kerja sama dengan negara maupun aktor non-negara yang relevan. Australia menggunakan forum Bali Process untuk mengatasi penyelundupan manusia bersama dengan negara dan aktor non-negara lainnya. Tanpa adanya kerja sama, Australia akan kesulitan untuk mengatasi penyelundupan manusia yang melibatkan banyak aktor didalamnya. Penelitian ini akan membahas mengenai peran dari forum Bali Process dalam memerangi penyelundupan manusia yang terjadi di Australia. Penelitian ini menggunakan teori neoliberalisme dan konsep keamanan non- tradisional, kejahatan transnasional, penyelundupan manusia dan kerja sama multilateral yang kemudian menjadi dasar bagi penulis dalam melakukan analisis. Metode yang digunakan untuk mengumpulkan data dalam penelitian adalah metode deskriptif dengan menggunakan pendekatan kualitatif. Untuk mendapatkan data, penulis melakukan wawancara dengan Pejabat Fungsional Diplomat, Direktorat Keamanan Internasional dan Perlucutan Senjata (KIPS) dari Kementrian Luar Negeri Indonesia dan melakukan studi daring serta studi pustaka. Hasil penelitian dapat disimpulkan bahwa Bali Process telah memfasilitasi Australia untuk mencegah arus penyelundupan manusia yang masuk ke negaranya dengan mengajak negara asal dan negara transit penyelundupan manusia ke Australia untuk bekerja sama melalui forum tersebut. Bali Process menjadi instrumen yang berarti bagi Australia dalam mengatasi penyelundupan manusia. Australia menggunakan bantuan dana dan program-program pembangunan kapasitas yang diberikannya kepada negara-negara anggota untuk secara tidak langsung “meminta” mereka berpartisipasi dalam mengatasi penyelundupan manusia di negaranya.
