Abstract

Plastics have been haunting over the media these past few years. From the hype of stainless-steel straws to paying for plastic bags in supermarkets and not to mention, the devastating news about marine animals that died due to digesting plastics. It is inevitable that the world is evolving to become more environmentally conscious and the media is helping to make it happen. Having to be one of the world’s highest economic growth and one of the top polluters of the ocean, China is expected to combat this life-threatening pollution. Furthermore, globalization has given birth to the term “non-state actors”. China has a strong authoritarian regime, will tend to ignore these ‘small’ voices by the non-state actors. Today, global civil society and other environmental regimes played a huge role in counter-checking the government. Thus, will be another challenge for China who claimed to want to strive for a greener economy in the future. For that reason, the aim of this research is to figure out why such a heavy industry country wants to stop marine plastic pollution or environmental issues in general while also seeing the attempts that have been made to fight the issue. The methodology used for this research is the historical-comparative method and qualitative approach. The data collection technique heavily relies on literature studies such as books, journals and online articles for explanatory purposes with analytical deductive reasoning. This research has proven that being economically successful does not mean the country is safe from threats. Aside from poverty, China still has environmental issues to handle. It can be assumed that if a state is economically rich, the tendency is that it will be poor in the environmental sector. Being so focused on industrialization and increasing its economic growth has caused a great amount of deterioration in the environment of China each year. In addition to the previous statement, is one of the few authoritarian countries in the world, the pressure for transitioning to democracy is still seen, even from environmental matters. Plastik telah menghantui media selama beberapa tahun terakhir. Dari hype sedotan stainless steel hingga membayar untuk kantong plastik di supermarket dan belum lagi, berita memprihatinkan tentang hewan laut yang mati karena mencerna plastik. Tidak dapat dihindari bahwa dunia telah berkembang menjadi lebih sadar akan lingkungan dan media membantu mewujudkannya. Setelah menjadi salah satu negara dengan pertumbuhan ekonomi tertinggi di dunia dan juga salah satu pencemar lautan, Cina diharapkan akan memerangi polusi yang mengancam jiwa ini. Selain itu, globalisasi telah melahirkan istilah “aktor non-negara”. Cina memiliki rezim otoriter yang kuat akan cenderung mengabaikan suara 'kecil' oleh aktor non-negara. Saat ini, masyarakat sipil global dan rezim lingkungan lainnya memainkan peran besar dalam pengecekan terhadap pemerintah. Dengan demikian, akan menjadi tantangan lain bagi China yang mengaku ingin mengusahakan ekonomi yang lebih hijau di masa depan. Untuk alasan itu, tujuan dari penelitian ini adalah untuk mencari tahu mengapa negara industri seperti Cina ingin menghentikan polusi plastik laut atau masalah lingkungan lainnya secara umum sambal melihat upaya yang telah dilakukan untuk memerangi masalah tersebut. Metodologi yang digunakan untuk penelitian ini adalah metode komparatif historis dan pendekatan kualitatif. Teknik pengumpulan data sangat bergantung pada studi literatur seperti buku, jurnal dan artikel online untuk tujuan penjelasan dengan alasan deduktif analitis. Penelitian ini telah membuktikan bahwa menjadi sukses secara ekonomi tidak berarti negara tersebut aman dari ancaman. Selain kemiskinan, Cina masih memiliki masalah lingkungan yang harus ditangani. Dapat diasumsikan bahwa jika suatu negara kaya secara ekonomi, kecenderungannya adalah mereka akan menjadi miskin di sektor lingkungan. Menjadi sangat fokus pada industrialisasi dan peningkatkan pertumbuhan ekonominya telah menyebabkan sejumlah besar kerusakan di lingkungan Cina setiap tahun. Melengkapi pernyataan sebelumnya, sebagai salah satu dari sedikit negara otoriter di dunia, tekanan untuk beralih ke demokrasi masih terlihat, bahkan dapat terlihat dari masalah lingkungan.
