Abstract
Maintaining a good relationship with Australia is essential for Indonesia because of their mutual relevancy. However, the history of their relationship is characterized as tumultuous because of human rights issues in Indonesia throughout the years, causing mixed perception of the Australian public towards Indonesia. Hence, the emergence of Indonesian International Student Mobility Awards (IISMA) scholarship program in 2021 proves its capabilities in becoming Indonesia’s public diplomacy in Australia to improve its image in a positive way. This research uses the Constructivism theory and the concept of Public Diplomacy, Nation Branding, and Soft Power. The data of this qualitative-descriptive research is collected through primary and secondary sources such as interviews, official publications, and literature studies. This research highlights the experiences and cultural events of the Indonesian students to promote Indonesian culture to improve Indonesia’s image in the Australian public while studying abroad. IISMA used cultural promotion event of HEROES and BATIK to promote Indonesia’s soft power. The responses of the Australian public were mostly positive and individual interaction is proven to have more impact as public diplomacy. However, the scholarship program needs improvement in socialization and awardees section that reflect the vision and goals of IISMA. Therefore, IISMA needs to have a more comprehensive preparation from both the top-down and bottom-up level before it can create a desirable outcome of public diplomacy. IISMA itself may not have an immediate impact on Australian public’s perception of Indonesia, but it is a steppingstone to promote mutual understanding and strengthen bilateral relations.
