The objective of this study is to examine Extended Producer Responsibility in the context of plastic packaging management. Employing the normative empirical method, legal frameworks concerning Extended Producer Responsibility in Indonesia are compared with those of the United States and the European Union. The findings reveal that Extended Producer Responsibility policies can be adopted both voluntarily and mandatorily by producers. Producers uses Take-back programs for their products, one of which enabling consumers to return plastic packaging items, as well as using eco-friendly materials for their packaging. This underscores the link between Extended Producer Responsibility, consumer education, and the support from the government in Producer’s plastic recycling and reuse program. Nonetheless, there is distinction regarding policy targets, subjects of the policy, planning structures, and implementation procedures between each state, within differing timelines, due to varying Producers’ legal awareness. The specificity of the provisions in the EPR policy holds a great weight in guiding Producers in their implementation of such policy. Practice of Producers varies in each state, depending on the regulation mandating the Extended Producer Responsibility program, where entities supporting Producers in implementing the Extended Producer Responsibility policy plays a significant role for the success of the Producer's implementation, as Producers face sales and financial challenges.
