Food Household Industry (IRTP) business actors continue to grow rapidly, this certainly has a positive impact on Indonesia's economic growth, however, IRTP business actors also need to pay attention to aspects of consumer protection for their business. One way to implement consumer protection is by having a distribution permit, the distribution permit is a Household Industry Food Production Certificate (SPP-IRT) so that consumers can consume these products safely in accordance with the provisions regarding consumer rights regulated in the GCPL Law. There are still many IRTP business actors who do not have SPP- IRT, which makes the provisions regarding consumer protection neglected. Therefore, this research aims to find out whether the actions taken by IRTP business actors violate the provisions regarding consumer protection and also how the challenges faced by the Tangerang City government in enforcing the distribution permit against IRTP business actors in Tangerang City. This study also found several IRTP products that did not have distribution permits but were circulating in markets in Tangerang City. Based on the GCPL and supported by the Health Law, IRTP businesses that do not have a distribution permit in Tangerang City are in violation of the law and the challenges for the Tangerang City government in enforcing the distribution permit are dealing with the different characters of business actors, conducting due diligence on IRTP products, and the limited information and education obtained by IRTP businesses that do not have a distribution permit.
