This research primarily focuses on how public infrastructure improvements can enhance the rights of people with disabilities. It critically evaluates the effectiveness of existing Indonesian laws and the strategies implemented by the government to protect these rights, with a special emphasis on the situation in Jakarta. Employing qualitative research methods, the study incorporates detailed interviews, careful observations, and an in-depth analysis of relevant documents, utilizing a total of 30 sources. The purpose of these methods is to gather rich, contextual insights into the practical application of these laws and policies, particularly in the context of public facilities. The findings reveal a dichotomy: there is a commendable legal framework established by the Indonesian government to safeguard the rights of people with disabilities. However, the research also uncovers a significant gap in the actual implementation of these laws, indicating the need for more rigorous and attentive enforcement of these regulations. The research concludes by emphasizing the urgent need for the government to intensify its efforts in faithfully executing these policies to ensure that the rights of people with disabilities are actively protected and promoted in Jakarta, not just recognized in theory.
