This study was conducted to find out how the construction of criminal law regulations for the crime of animal abuse. The main focus in this study is not only on the construction of criminal law for animal abuse crimes, but this study also focuses on analyzing regulations regarding animal welfare. The problems in this study are: (1) How is the construction of regulations regarding animal abuse in the Criminal Code based on Dignified Justice? (2) How is the comparative criminal law regulation regarding animal abuse in some countries based on Dignified Justice? This study used a normative juridical approach. This research uses theoretical foundations from the Theory of Dignified Justice, Law Enforcement, and Comparative Law. The results and discussion of the study are:(1) There are rules regarding crimes against animals in the Criminal Code that are in accordance with the Perspective of Dignified Justice (2) The legal comparison between Indonesia, the United Kingdom, Laos, and Singapore is in terms of the threat of punishment or enforcement of animal abuse laws. The conclusions in this study are: (1) Reconstruction of the regulation of crimes against animals is regulated in Article 302 of the Criminal Code (Law No.1/1946) and Article 337 of the Criminal Code (Law No.1/2023) (2) Based on the comparison of the three countries between Indonesia, the United Kingdom, and Laos, the three countries have included regulations for crimes against animals including mistreatment and protection in animal welfare
