In Indonesia, protection for consumers is regulated in the Consumer Protection Law. However, there are no specific consumer protection regulations for cosmetic products that contain chemical medicinal ingredients in Indonesia. The aim of this research is to be able to find legal issues and BPOM's efforts in its role in protecting consumers regarding the circulation of cosmetic products on the market that contain hidroquinon by conducting interviews with doctors and BPOM. The author uses normative empirical research in a systematic approach to law and types of primary data through interviews and secondary data through literature studies on primary, secondary, and tertiary legal materials. The result of this study shows that BPOM still lacks personnel in dealing with the circulation of cosmetics containing chemical drugs. Based on the fact that the total number of BPOM offices is low, it is clear how BPOM is not capable to handle all the distribution of cosmetics containing chemical drugs. There are still a lot of cosmetics that contain chemical drugs circulating in Indonesia that cause skin disease. It is one of many reasons why BPOM have a very important role on maintaining the circulation of cosmetic products that might contain chemical drugs.
