Indonesia is an agricultural country and endowed with an abundance of natural resources. Even though Indonesia is an agricultural country, in fact, there are still smallholder farmers and landless farmers in Indonesia. Land tenure and land ownership inequality is a serious problem that must be addressed by the Government. The Government in the era of the administration of Joko Widodo and M. Jusuf Kalla implemented Agrarian Reform, as an effort that aims to overcome the imbalance of land tenure and land ownership in Indonesia. Agrarian Reform consist of land redistribution, land registration, and access reform. The Government targets 9 million hectares of land to implement the Agrarian Reform. Agrarian Reform in forest area supported by Social Forestry, which allocates 12,7 million hectares of forest to be distributed to the forest farmers. Until the end of the administration period, the implementation of Agrarian Reform were still far from the target. There are many factors behind the unsuccessful of this policy. The purpose of this research is to analyse Agrarian Reform in terms of Law Number 5 Year 1960 regarding The Basic Agrarian Law and Law Number 41 Year 1999 regarding Forestry by using normative research methods with descriptive analytical and qualitative data analysis techniques. The data being used is secondary data, conducted through literature study. The approaches this research use are the normative and conceptual approach. This research will discuss the regulation and the implementation of Agrarian Reform. The result of this research shows that Agrarian Reform is a direct order from the 1945 Constitution of the Republic Indonesia, Pancasila, and The Basic Agrarian Law, so it must be carried out by whoever the president is. Agrarian Reform and Social Forestry have a same goal, to achieve the welfare of farmers. The difference is, there is a transfer of ownership rights in the land redistribution of Agrarian Reform, while Social Forestry only gives the working rights to manage land in the forest area.
