Abstract

Individual level analysis is interesting in the science of International Relations, because it has an approach that is different from other levels of analysis that are usually centered on the state. The level of individual analysis looks at the background and attitude of a political leader and how this affects a country's foreign policy. Joko Widodo in his early leadership directly confronted the ASEAN Economic Community; signifying a phenomenon of diplomacy momentum between a transactional individual Joko Widodo and the ASEAN Common Market. Therefore, this study aims to see how Joko Widodo's attitude towards the AEC and the implementation of the ASEAN Common Market by using individual level analysis. The study was conducted using concepts derived from International Relations such as, individual level analysis, and the Common Market. The methodology used is explosively qualitative. Based on the president's foreign visits during his five years in office, 33% of state visits were directed to ASEAN countries and almost of it deals are economic oriented, due to the right momentum between the MEA and Joko Widodo who tend to use a transactional diplomacy style. This was reinforced by making a Presidential Regulation that accommodates ASEAN Common Maerket by Joko Widodo. The findings indicate a close relationship between individual analysis of Joko Widodo's personality - personal experience and political history and perceptions and reality - with foreign policy and Joko Widodo's response to the AEC, which is transactional. Analisis tingkat individu merupakan hal yang menarik dalam ilmu Hubungan Internasional, karena memiliki pendekatan yang berbeda dari tingkatan analisis lainnya yang biasa berpusat pada negara. Tingkat analisis individu melihat latar belakang dan sikap seorang pemimpin politik dan bagaimana hal ini mempengaruhi kebijakan luar negeri sebuah negara. Joko Widodo pada masa awal kepemimpinannya langsung menghadapi Masyarakat Ekonomi ASEAN; menandakan sebuah fenomena momentum diplomasi antara seorang individu Joko Widodo yang transaksional dengan ASEAN Common Market. Oleh karena itu, penelitian ini bertujuan untuk melihat bagaimana sikap Joko Widodo terhadap MEA dan implementasi ASEAN Common Market dengan menggunakan analisis tingkat individu. Studi dilaksanakan dengan menggunakan konsep-konsep turunan dari Hubungan Internasional seperti, individual level analysis, dan Common Market. Metodologi yang digunakan adalah kualitatif eksplotratif. Berdasarkan kunjungan luar negeri presiden selama lima tahun menjabat, 33% kunjungan kenegaraan tertuju ke negara-negara ASEAN dan kesepakatan yang dibuat kebanyakan bersifat ekonomi, dikarenakan momentum yang tepat antara MEA dan Joko Widodo yang cenderung menggunakan gaya diplomasi transaksional. Hal tersebut diperkuat dengan dibuatnya Peraturan Presiden yang mengakomodasi ASEAN Common Maerket oleh Joko Widodo. Hasil temuan mengindikasikan keterkaitan erat antara analisis individu terhadap pribadi Joko Widodo – pengalaman pribadi dan sejarah politik serta persepsi dan kenyataan – dengan kebijakan politik luar negeri dan respon Joko Widodo terhadap MEA, yang bersifat transaksional.
