Abstract

Indonesia and the Philippines are two countries that have cooperative relations in the security sector because the problems with security threats often afflict these two countries. This cooperation was formed because of encouragement from the heads of government of the two countries who saw that this issue was also not resolved, even more dangerous to the country's sovereignty. So they agreed to form activities in realizing a sense of security for both parties and giving special attention to this sector. This study aims to look at the background and process of informing security cooperation activities, also to find out the results of implementation. The main approach used in this research is the perspective of realism, as well as the concepts of national interests, national security, and security cooperation. The research method used is descriptive method with a qualitative approach. Data collection techniques are done through library research and online data search. Then the data that has been obtained will be analyzed using narrative analysis and event structure analysis. The results of this study explain that Indonesia and the Philippines established security cooperation activities namely, by providing military assistance from Indonesia to the Philippines to reduce the issue of terrorism that is rife and sea patrols aimed at avoiding threats to maritime security. However, the two forms of security cooperation are considered not yet effective enough in reducing security threats from the two countries because piracy in the maritime area has been agreed to previously still happened. / Indonesia dan Filipina merupakan dua negara yang menjalin hubungan kerja sama di bidang keamanan dikarenakan permasalahan terhadap ancaman keamanan seringkali menimpa kedua negara tersebut. Kerja sama ini terbentuk karena dorongan dari kepala pemerintahan dari kedua negara yang melihat bahwa isu ini tidak juga terselesaikan, bahkan semakin membahayakan kedaulatan negara. Sehingga mereka sepakat untuk membentuk kegiatan-kegiatan dalam mewujudkan terciptanya rasa aman bagi kedua belah pihak dan memberikan perhatian khusus bagi sektor ini. Penelitian ini bertujuan untuk melihat latar belakang dan proses dalam pembentukan kegiatan kerja sama keamanan, hingga mengetahui hasil dari implementasi. Pendekatan utama yang digunakan dalam penelitian ini adalah perspektif realisme, serta konsep kepentingan nasional, keamanan nasional, dan kerja sama keamanan. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui studi kepustakaan dan penelusuran data secara daring. Kemudian data yang telah diperoleh akan dianalisis dengan menggunakan narrative analysis dan event structure analysis. Hasil dari penelitian ini menjelaskan bahwa Indonesia dan Filipina membentuk kegiatan kerja sama keamanan yaitu, dengan memberikan bantuan militer dari Indonesia untuk Filipina dalam rangka mengurangi isu terrorisme yang merebak dan patroli laut yang bertujuan untuk menghindari ancaman terhadap keamanan maritim. Namun, kedua bentuk kerja sama keamanan ini dianggap belum cukup efektif dalam mengurangi ancaman keamanan dari kedua negara karena masih terjadi tindakan pembajakan di area maritim yang telah disepakati sebelumnya.
