Abstract

It is stated in The Ministry of Agrarian Affairs and Spatial Planning’s (2009) website, that a kampung kota is a residential group which does not have a fixed size area to reside in and are generally located inside a city, most of the time located in an area with a high population density and little to no access to proper facilities and infrastructure. The existence of a kampung kota are capable in bringing about negative influences to the residents and environment within the space. These negative elements often leads people to the term “slum”. And slum areas are not astranged from poor factors such as: lack of proper land use, high density population/residents, and lack of local awareness for hygiene and environmental well-being. One could state that the locals are highly responsible of gaining their living area a title of a “slum”. With the arrival of city rejuvenation projects, it is expected for the town villages to be improved and grow in parallel with the town’s general growth. And doing so requires physical and non-physical analysis regarding the conditions of a town village. Through precedent studies, it was undermined that urban regeneration projects must be able to provide a physically proper residential area, and a place to hold social and economic interaction of local residents. The case study chosen for this issue is the Kampung Petojo Utara. The mentioned village has had several rejuvenation processes such as the providing of planned residential spaces which are proper and able to respond to local’s economic activities. The rejuvenation process was done by re-using abandoned/empty land in a effective and beneficial maner. One of the results gave a communal space to local community, named RPTRA. / Tercantum dalam situs Kementerian Agraria dan Tata Ruang Republik Indonesia (2009), kampung adalah kelompok perumahan yang tidak mempunyai ukuran area yang tetap dan berlokasi di dalam kota, seringkali permukiman tersebut berkepadatan tinggi, dan tidak memiliki prasarana dan sarana yang cukup. Eksistensi kampung kota dapat membawa dampak-dampak negatif bagi penduduk dan lingkungan sekitar. Dampak negatif tersebut seringkali dihubungkan dengan istilah “kumuh”. Kurangnya pemanfaatan lahan, kepadatan populasi, dan kurangnya kesadaran masyarakat setempat akan kebersihan lingkungan mereka tersendiri dapat menjadi penyebab mengapa sebuah kampung kota sering disebut dengan julukan “kumuh”. Dengan adanya peremajaan, diharapkan kampung kota dapat beradaptasi terhadap pertumbuhan dalam kota. Dalam melakukan peremajaan, diperlukan analisis mengenai kondisi fisik dan non fisik pada area kampung. Studi preseden juga dilakukan untuk mengetahui poin-poin penting yang harus dicapai dalam melakukan peremajaan kota. Melalui studi preseden, ditemukan bahwa peremajaan kota harus mampu memberikan hunian yang layak secara fisik, dan mampu menampung aktivitas sosial dan ekonomi warga kampung. Studi kasus yang dipilih untuk penelitian ini adalah Kampung Petojo Utara. Peremajaan kampung dilakukan dengan cara memberikan perancangan tempat tinggal yang layak huni dan memberikan perancangan hunian yang mampu merespon aktivitas ekonomi warga. Selain itu, memberikan ruang komunal bagi komunitas warga kampung berupa RPTRA. Peremajan dilakukan dengan cara menggunakan kembali lahan yang kosong. Dengan adanya penggunaan lahan yang benar, kegiatan warga dapat ditampung di tempat yang benar.
