Abstract

The cooperation between the Republic of Indonesia and the Republic of the Philippines in regards to combating drug trafficking signed in 2015 was an extension to the agreement in 2010, albeit to combat transnational organized crime which includes but not limited to drug trafficking. So far, this cooperation with the Republic of the Philippines hasn’t been successful in reducing the number of drugs being trafficked to Indonesia. Instead, Indonesia has shifted from being a transit hub to a lucrative market for the international illicit drug industry. Thus, this research is aimed to identify and analyze the reasons behind Indonesia’s decision to extend the latter in 2015 and the implementation of this new agreement with the Philippines in regards to Indonesia’s effort on combating drug trafficking. This research applies the qualitative descriptive approach in this research, especially on the concepts foreign policy and bilateral security cooperation, achieved through both literature studies and interviews. Results of the research showed that a mixture of Indonesia’s geographical proximity with the Republic of Philippines, Indonesia’s drug trafficking numbers that continuously rising, and the use of drug trafficking as funding for terrorist groups became the reasons behind Indonesia’s decisions to cooperate with the Republic of the Philippines on combating drug trafficking, achieved through a bilateral agreement of intelligent and best practice exchanges, Indonesia’s bilateral cooperation with the Philippines has been successful in increasing Indonesia’s capability on combating the illicit drug industry. / Perjanjian kerja sama bilateral antara Republik Indonesia dan Republik Filipina dalam hal memberantas perdagangan narkoba yang ditandatangani pada tahun 2015 adalah amandemen dan/atau perpanjangan dari perjanjian yang berasal dari Tahun pada tahun 2010, meskipun untuk memerangi kejahatan transnasional terorganisir yang termasuk tetapi tidak terbatas pada perdagangan narkoba, dimana sejauh ini, kerja sama dengan Republik Filipina tersebut belum berhasil mengurangi jumlah narkoba yang diperdagangkan ke Indonesia, bahkan Indonesia berganti dari pusat transit menjadi pasar narkoba yang sangat berbahaya. Dengan demikian, penelitian ini bertujuan untuk mengidentifikasi dan menganalisis alasan di balik keputusan Indonesia untuk memperpanjang yang terakhir pada tahun 2015 dan pelaksanaan perjanjian baru ini dengan Filipina dalam hal upaya Indonesia dalam memerangi perdagangan narkoba. Riset ini menggunakan metode ilmiah kualitatif deskriptif, khususnya dalam menganalisa konsep kebijakan luar negeri dan kerjasama keamanan bilateral, melalui metode analisa literatur dan wawancara. Adapun hasil penelitian menunjukan bahwa alasan dibalik keputusan Indonesia untuk bekerjasama dengan Filipina dalam pemberantasan narkoba adalah gabungan dari, letak geografis Indonesia yang bersebelahan dengan Filipina, kondisi perdagangan narkoba di Indonesia yang semakin meningkat, dan bahwa industri narkoba merupakan salah satu sumber pendanaan aksi-aksi terorisme, dimana kerjasama ini diimplementasikan dalam bentuk perjanjian pertukaran intelijen dan best practice, kerjasama bilateral dengan Filipina telah menunjukan hasil positif dalam meningkatkan kapasitas Indonesia dalam memerangi industri global narkoba.
