Abstract
Perdagangan dan peredaran narkoba menjadi permasalahan serius bagi dunia internasional khususnya di kawasan Asia Tenggara. Kejahatan transnasional narkoba di Asia Tenggara terjadi terutama melalui wilayah Golden Triangle yang melintasi tiga negara yaitu Laos, Myanmar dan Thailand yang menjadi tempat produksi dan penyalur narkoba ke negara-negara lain. Karena semakin berkembangnya kejahatan narkoba maka ASEAN membentuk forum kerjasama melalui ASEAN Senior Officials on Drugs Matters(ASOD) yang secara khusus menangani permasalahan penyebaran narkoba. Penelitian ini membahas bagaimana bentuk kerjasama yang dilakukan negara-negara ASEAN melalui ASOD dan seperti apa penerapan berbagai kesepakatan serta apa saja pencapaiannya. Dengan menggunakan teori neoliberalisme ASEAN membuat kerjasama melalui ASEAN Senior Officials on Drugs Matters dengan tujuan mengatasi permasalahan narkoba di kawasan Asia Tenggara. Setahun sekali para kepala pemerintahan dari negara-negara ASEAN menghadiri pertemuan untuk membahas perkembangan dan memberikan ide-ide dalam menangani permasalahan narkoba. ASOD juga menetapkan beberapa metode seperti rehabilitas untuk mengurangi dampak kejahatan narkoba. Beberapa negara seperti Thailand telah mengalami perubahan kebijakan dalam mengatasi permasalahan narkoba. Meskipun menyeluruh, kerjasama ASOD masih terus aktif hingga saat ini dan memberikan perubahan positif bagi negara-negara di kawasan Asia Tenggara.

Drug trade and trafficking is a serious problem in the international world, especially in the Southeast Asia region. Transnational drug crimes in Southeast Asia occur mainly through the Golden Triangle region which crosses along three countries; Laos, Myanmar and Thailand. These are places for the drug production and distribution to other countries. Due to the increasing growth of drug related crimes, ASEAN formed a cooperation forum with the establishment of ASEAN Senior Officials on Drugs Matters (ASOD) which specifically handles the problem of transnational drugs. This research discusses the many form of cooperation carried out by ASEAN countries through ASOD and what are the implementation of the various agreements is like, and also their achievements are. Using the theory of neoliberalism, ASEAN created cooperation through ASEAN Senior Officials on Drugs Matters with the goal to overcome drug problems in the Southeast Asia. Every year the heads of government from ASEAN countries attend a meeting to discuss developments and provide ideas for dealing with drug related problems. ASOD also establishes several methods such as rehabilitation to reduce the impact of drug crimes. Several countries such as Thailand have experienced policy changes in dealing with drug related problems. Even though it is not yet comprehensive, ASOD cooperation is still active today and is providing positive change in Southeast Asia region.
