Abstract

Kecelakaan kerja sektor konstruksi relatif tinggi dibandingkan sektor lainnya dengan presentase 32% berdasarkan data Kementerian PUPR tahun 2017. Dari data BPJS, kecelakaan kerja konstruksi meningkat dari 114.000 di tahun 2019 menjadi 177.000 kecelakaan di tahun 2020. Kebijakan integrasi SMKK pada proyek konstruksi wajib dilakukan dan diatur dalam PerMen PUPR Nomor 10 Tahun 2021. Saat ini Sistem Manajemen Keselamatan Konstruksi (SMKK) telah menjadi aspek penting dalam sektor konstruksi. Namun yang menjadi masalah adalah kebijakan SMKK belum menyeluruh dan kebijakan ini juga berdampak kepada biaya konstruksi. Berdasarkan masalah diatas, perlu diperlukan suatu pengkajian terhadap penerapan kebijakan SMKK pada suatu proyek. Sehingga mengetahui faktor-faktor yang mempengaruhi biaya SMKK pada proyek dan presentase biaya pada untuk penerapan SMKK terhadap biaya proyek. Penelitian ini menggunakan metodologi penelitian studi literatur, studi kasus pada proyek bangunan gedung, diskusi dari beberapa pakar, kuesioner. Item kuesioner disusun berdasarkan pada Peraturan Menteri Nomor 10 Tahun 2021 tentang Pedoman Sistem Manajemen Keselamatan Konstruksi. Hasil penelitian menunjukkan terdapat dua faktor yaitu Personel Keselamatan Konstruksi (X5) dan Asuransi dan Perijinan (X4) yang berpengaruh signifikan terhadap biaya Penerapan Sistem Manajemen Keselamatan Konstruksi. Selanjutnya, analisis regresi menunjukkan bahwa penerapan SMKK memberikan kontribusi sebesar 86.6% terhadap biaya penerapannya. Persamaan regresi yang dihasilkan adalah Y = 2.192 + 0.062 X1 + 0.071 X2 + 0.601 X3 +1.299 X4 + 0,264X5 - 0,012 X6 + 0,118 X7 + 0,441 X8 - 0,185 X9. Hasil penelitian ini memberikan wawasan bagi seluruh stakeholder untuk memahami faktor-faktor yang mempengaruhi biaya penerapan SMKK untuk meningkatkan keselamatan dan efisiensi dalam proyek konstruksi bangunan gedung. / Work accidents in the construction sector are relatively high, reaching a percentage of 32% based on data from the Ministry of PUPR in 2017. According to BPJS data, construction work accidents surged from 114,000 in 2019 to 177,000 accidents in 2020. Policies integrating SMKK in construction projects must be implemented and regulated as per PUPR Ministerial Regulation Number 10 of 2021. Currently, the Construction Safety Management System (SMKK) has become an integral aspect of the construction sector. However, a significant issue persists wherein the SMKK policy lacks comprehensiveness, consequently impacting construction costs. Given these challenges, it is imperative to investigate the implementation of SMKK policies within projects to understand the factors influencing SMKK costs and their percentage relative to project costs. This research adopts a methodology involving literature review, case studies on building projects, discussions with experts, and questionnaires. The questionnaire items are aligned with Ministerial Regulation Number 10 of 2021, providing guidelines for Construction Safety Management Systems. Findings reveal that two factors, Construction Safety Personnel (X5) and Insurance and Licensing (X4), exert a significant influence on the cost of implementing the Construction Safety Management System. Furthermore, regression analysis demonstrates that SMKK implementation contributes 86.6% to implementation costs. The resulting regression equation is Y = 2.192 + 0.062 X1 + 0.071 X2 + 0.601. These research outcomes offer valuable insights for stakeholders to comprehend the factors affecting the costs of SMKK implementation, thereby enhancing safety and efficiency in building construction projects.
