Abstract
Dalam era globalisasi dan tuntutan akan transparansi, lembaga pemerintahan dituntut untuk meningkatkan kinerja pegawai negeri sipil sebagai upaya untuk memberikan pelayanan publik yang lebih baik. Budaya organisasi yang kuat dan lingkungan kerja yang kondusif diharapkan mampu mendukung peningkatan kinerja pegawai melalui peningkatan kepuasan kerja. Penelitian ini bertujuan untuk menganalisis pengaruh budaya organisasi dan lingkungan kerja terhadap kinerja pegawai negeri sipil yang dimediasi oleh kepuasan kerja pada Biro Umum Sekretariat Jenderal Kementerian XYZ. Metode yang digunakan dalam penelitian ini adalah kuantitatif dengan menggunakan pendekatan Partial Least Squares Structural Equation Modeling (PLS-SEM). Data dikumpulkan melalui kuesioner yang dibagikan kepada 132 pegawai, dengan tingkat pengembalian sebanyak 81.8%
atau 108 responden yang mengisi. Hasil penelitian menunjukkan bahwa budaya organisasi dan lingkungan kerja memiliki pengaruh positif terhadap kepuasan kerja
dan kinerja pegawai. Kepuasan kerja yang merupakan variabel mediasi, juga mampu memediasi hubungan budaya organisasi dan lingkungan kerja terhadap kinerja pegawai. Penelitian ini diharapkan dapat memberikan kontribusi bagi pengembangan pengetahuan dalam bidang manajemen sumber daya manusia
khususnya pada sektor pemerintahan serta dapat memberikan pandangan bagi lembaga pemerintah dalam meningkatkan kinerja dan kepuasan kerja pegawainya. / In the era of globalization and demands for transparency, government institutions are required to improve the performance of civil servants in order to provide better public services. A strong organizational culture and a conducive work environment
are expected to support the enhancement of employee performance through increased job satisfaction. This study aims to analyze the effect of organizational culture and work environment on the performance of civil servants mediated by job satisfaction at the Biro Umum of the Secretariat General of the Ministry of XYZ. The method used in this research is quantitative using the Partial Least Squares Structural Equation Modeling (PLS-SEM) approach. Data were collected through questionnaires distributed to 132 employees, with a return rate of 81.8% or 108
respondents who filled in. The results showed that organizational culture and work environment have a positive influence on job satisfaction and employee performance. Job satisfaction, which is a mediating variable, is also able to mediated the relationship between organizational culture and work environment on employee performance. This research is expected to contribute to the development of knowledge in the field of human resource management, especially in the
government sector and can provide insights for government agencies in improving employee performance and job satisfaction.
