Tujuan dilakukannya penelitian ini adalah untuk menjelaskan keterhubungan antar variabel yang disusun untuk menjelaskan faktor-faktor yang memengaruhi Kinerja Usaha kandungan lokal sistem keamanan pemerintah yaitu Orientasi Kewirausahaan dan Literasi Digital dengan dimediasi oleh Keterampilan Negosiasi dan Strategi Bisnis, serta dengan dimoderasi oleh Kebijakan Pemerintah. Unit analisis penelitian ini adalah pelaku usaha bisnis rintisan kandungan lokal sistem keamanan pemerintah di DKI Jakarta. Teknik pengambilan sampel adalah pendekatan pengambilan sampel non-probabilitas dengan menggunakan teknik pengambilan sampel secara bertujuan, maka penelitian ini termasuk dalam jenis penelitian penjelasan, sehingga diperoleh jumlah sampel sebesar 145 orang. Analisis data dengan menggunakan SEM SmartPLS4, untuk menyelesaikan permasalahan yang telah ditetapkan dalam penelitian, dan mengisi celah penelitian dengan mendasarkan pada teori-teori Kinerja Usaha (teori kinerja), dan teori bisnis rintisan. Hasil dari penelitian ini menunjukkan bahwa Orientasi Kewirausahaan dan Literasi Digital serta Keterampilan Negosasi secara langsung berpengaruh terhadap Kinerja Usaha bisnis rintisan kandungan lokal sistem keamanan pemerintah, namun dengan pengujian tidak langsung melalui variabel pemediasi Strategi Bisnis justru memperlemah kaitan Literasi Digital terhadap Kinerja Usaha bisnis rintisan kandungan lokal sistem keamanan pemerintah dan juga memperlemah kaitan orientasi Kewirausahaan terhadap Kinerja Usaha bisnis rintisan kandungan lokal sistem keamanan pemerintah melalui pemoderasi Kebijakan Pemerintah. / The purpose of doing this research is to explain the relationship between variables that are arranged to explain the factors that influence Business Performance of government security system local content, that is, Entrepreneurial Orientation and Digital Literacy mediated by Negotiation Skill and Business Strategy, and moderated by Government Policy. Analysis unit of this research is the entrepreneurs of government security system local content start up in DKI Jakarta. Sampling technique is non-probability sampling approach by using purposive sampling technique, therefore this research is included in explanatory research type so that it is obtained the total sample of 145 people. Data analysis is by using SEM SmartPLS4, to solve the matter that has been determined in the research, and fill research gap with based on Business Performance theories (performance theory) and start up theory. The result of this research indicates that Entrepreneurial Orientation and Digital Literacy as well as Negotiation Skill directly influence on Business Performance of government security system local content start up, but with indirect test through mediation variable of Business Strategy precisely weakens the relationship of Digital Literacy towards Business Performance of government security system local content start up and also weakens the relationship of Entrepreneurial Orientation towards Business Performance of government security system local content start up through Government Policy moderation.
