Abstract
Krisis pengungsi Rohingya di Asia Tenggara mencerminkan tantangan besar dalam mewujudkan keamanan manusia, yang melibatkan berbagai aktor, termasuk organisasi keagamaan. Penelitian ini bertujuan untuk menjawab dua pertanyaan utama, yaitu bagaimana Yayasan Buddha Tzu Chi mengintegrasikan nilai-nilai Buddhisme dalam program bantuan kemanusiaannya bagi pengungsi Rohingya, dan apa saja bentuk bantuan yang diberikan Tzu Chi di Indonesia dan Malaysia. Dengan menggunakan pendekatan konstruktivisme, penelitian ini menganalisis bagaimana nilai-nilai Buddhisme seperti metta (cinta kasih universal), karuna (welas asih), dan upekkha (keseimbangan batin) menjadi landasan aksi kemanusiaan Tzu Chi. Hasil penelitian menunjukkan bahwa nilai-nilai tersebut tidak hanya menjadi prinsip filosofis, namun juga diterapkan secara konkret untuk menciptakan bantuan yang inklusif tanpa diskriminasi. Di Indonesia, Tzu Chi fokus pada pemenuhan kebutuhan dasar melalui layanan kesehatan dan distribusi logistik, sementara di Malaysia, cakupan bantuan meliputi pendidikan, layanan kesehatan gratis, dan dukungan berbasis uang tunai. Melalui kolaborasi dengan pemerintah dan UNHCR, serta pendekatan berbasis cinta kasih dan welas asih, Tzu Chi mampu mengatasi tantangan lintas budaya dan membangun kepercayaan dengan pengungsi, memperkuat peran diplomasi kemanusiaan berbasis nilai-nilai spiritual. / The Rohingya refugee crisis in Southeast Asia poses a critical challenge to achieving human security, requiring the involvement of various actors, including faith-based organizations. This study explores two primary questions: how the Buddhist Tzu Chi Foundation integrates Buddhist values into its humanitarian aid programs for Rohingya refugees, and what forms of assistance Tzu Chi provides in Indonesia and Malaysia. Adopting a constructivist framework, the research examines how Buddhist values, such as metta (universal love), karuna (compassion), and upekkha (equanimity), underpin Tzu Chi’s humanitarian efforts. The findings indicate that these values function not only as philosophical ideals but also as actionable principles, guiding the development of inclusive, non-discriminatory aid programs. In Indonesia, Tzu Chi prioritizes basic needs through the provision of healthcare services and logistical support, while in Malaysia, its programs expand to include education, free healthcare services, and cash-based interventions. By fostering partnerships with government and UNHCR, and employing an approach grounded in compassion and love, Tzu Chi successfully overcomes cultural and linguistic challenges, builds trust with refugees, and reinforces the role of humanitarian diplomacy rooted in spiritual values.
