Abstract
This study aims to examine the effect of mobile money adoption and mobile money usage on financial inclusion, with digital consumer protection serving as a mediating variable. Data collection was conducted using a questionnaire with a Likert scale ranging from 1-5, targeting MSMEs in the Parapat region, Sumatra Utara. The sampling technique used was non-probability sampling, specifically accidental sampling, to capture participants from the local MSME sector around Toba Lake. A total of 210 respondents participated in the study. Data processing was conducted using multiple regression analysis to test the relationships between variables. The study results indicate that mobile money adoption and usage significantly enhance financial inclusion, particularly when digital consumer protection is included, as it strengthens trust and security among users. Findings show that respondents demonstrate high engagement with mobile money services and an awareness of digital consumer protection, both of which contribute to elevated levels of financial inclusion. It is anticipated that these insights will guide policymakers and financial institutions in fostering a more inclusive financial ecosystem in Indonesia, leveraging mobile money and consumer protection frameworks to increase access and participation in financial services.

Studi ini bertujuan untuk mengkaji pengaruh adopsi mobile money dan penggunaan mobile money terhadap inklusi keuangan, dengan perlindungan konsumen digital sebagai variabel mediasi. Pengumpulan data dilakukan menggunakan kuesioner dengan skala Likert 1-5, yang menargetkan UMKM di wilayah Parapat, Sumatra Utara. Teknik sampling yang digunakan adalah non-probability sampling, khususnya accidental sampling, untuk menjaring partisipan dari sektor UMKM lokal di sekitar Danau Toba. Sebanyak 210 responden berpartisipasi dalam studi ini. Pengolahan data dilakukan menggunakan analisis regresi berganda untuk menguji hubungan antar variabel. Hasil studi menunjukkan bahwa adopsi dan penggunaan mobile money secara signifikan meningkatkan inklusi keuangan, terutama ketika perlindungan konsumen digital diterapkan, karena hal ini memperkuat kepercayaan dan keamanan pengguna. Temuan ini menunjukkan bahwa responden memiliki keterlibatan tinggi dengan layanan mobile money dan kesadaran terhadap perlindungan konsumen digital, yang keduanya berkontribusi pada peningkatan inklusi keuangan. Diharapkan bahwa wawasan ini akan membimbing pembuat kebijakan dan lembaga keuangan dalam mendorong ekosistem keuangan yang lebih inklusif di Indonesia, dengan memanfaatkan kerangka kerja mobile money dan perlindungan konsumen untuk meningkatkan akses dan partisipasi dalam layanan keuangan.
