Abstract
Perkembangan perdagangan internasional menyoroti pentingnya peningkatan efisiensi dalam mendorong efektivitas kegiatan perdagangan melalui kerja sama antar aktor internasional.Hal ini menghasilkan interdependensi antar negara yang memandang kerumitan trade barrier sebagai masalah yang dapat dipecahkan melalui integrasi ekonomi regional. Salah satu upaya integrasi tersebut adalah ASEAN, yang cukup terbuka menerima pihak asing dalam kegiatan intra ekonominya. India yang baru saja kehilangan sekutunya segera membuktikan komitmennya untuk memprioritaskan kerja sama dengan ASEAN melalui kelahiran Look East Policy (LEP), yang kemudian cakupannya diperluas menjadi Act East Policy (AEP) . Salah satu turunan dari LEP – AEP adalah ASEAN – India Free Trade Agreement (AIFTA) yang dibentuk pada 2010, dan sukses meningkatkan hubungan perdagangan India – ASEAN. Sebagai anggota ASEAN yang paling signifikan, Indonesia menjadi salah satu target utama kesuksesan AIFTA sebagai cerminan LEP – AEP. Penelitian ini ditujukan untuk mengkaji bagaimana AIFTA sebagai cerminan LEP – AEP berdampak pada perdagangan internasional India – Indonesia, serta apakah jejak AIFTA di Indonesia sukses merefleksikan perannya sebagai turunan normatif LEP – AEP melalui kacamata neoliberal. Berdasarkan data sekunder yang didapat melalui studi pustaka, penulis menerapkan pendekatan kualitatif dan analisa melalui metode deskriptif yang mengarah pada penemuan bahwa implementasi AIFTA di Indonesia sukses meningkatkan interdependensi perdagangan Indonesia- India, sekaligus memicu interdependensi dalam sektor lain, mencerminkan kualitas utama LEP – AEP dalam membina hubungan dengan negara anggota ASEAN. Hasil penelitian ini menunjukkan perkembangan yang dibawa AIFTA sebagai implementasi LEP – AEP sukses menciptakan interdependensi yang merefleksikan LEP – AEP di Indonesia, sekaligus bagian dari kesuksesan implementasi LEP – AEP melalui AIFTA di ASEAN./ The development of international trade highlights the importance of increasing efficiency in encouraging the effectiveness of trade activities through cooperation between international actors. This results in interdependence between countries which view the complexity of trade barriers as a problem that can be solved through regional economic integration. One of these integration efforts is ASEAN, which is quite open to accepting foreign parties in its intra-economic activities. India, which had just lost its ally, immediately proved its commitment to prioritizing cooperation with ASEAN through the birth of the Look East Policy (LEP), whose scope was later expanded to become the Act East Policy (AEP). One derivative of the LEP – AEP is the ASEAN – India Free Trade Agreement (AIFTA) which was formed in 2010, and has succeeded in increasing India – ASEAN trade relations. As the most significant member of ASEAN, Indonesia is one of the main targets for AIFTA's success as a reflection of LEP – AEP. This research is aimed at examining how AIFTA as a reflection of the LEP - AEP has an impact on India - Indonesia international trade, and whether AIFTA's footprint in Indonesia is successful in reflecting its role as a normative derivative of the LEP - AEP through a neoliberal lens. Based on secondary data obtained through literature study, the author applies a qualitative approach and analysis through descriptive methods which leads to the discovery that the implementation of AIFTA in Indonesia has been successful in increasing Indonesia-India trade interdependence, as well as triggering interdependence in other sectors, reflecting the main quality of LEP - AEP in fostering relations with ASEAN member countries. The results of this research show the developments brought by AIFTA as a successful implementation of LEP – AEP in creating interdependence that reflects LEP – AEP in Indonesia, as well as part of the success of implementing LEP – AEP through AIFTA in ASEAN.
