Globalization has had a significant impact on the Human Development Index (HDI) in West Sumba Regency, particularly through the tourism sector. This study focuses on the contribution of globalization to land use for tourism and the role of local government policies in managing its impact on HDI. Utilizing liberalism theory and the concepts of globalization, the Human Development Index, and the Sustainable Development Goals (SDGs), this research analyzes how foreign investment in hotel and resort development influences the well-being of the local community. Through a qualitative approach with a case study method, this research finds an increase in land use by foreign investors. However, its impact on improving the HDI in West Sumba Regency remains insignificant. Additionally, this study reveals challenges such as land-use conflicts, inequality in benefit distribution, and the lack of local community participation in decision-making. The findings indicate that the success of tourism development in West Sumba depends on sustainable resource management and government policies that are responsive to the needs of the local community. Therefore, a more inclusive and sustainable strategy is required to ensure that the growth of the tourism sector genuinely contributes to improving the quality of life for the people of West Sumba Regency. / Globalisasi telah memberikan dampak signifikan terhadap Human Development Index (HDI) di Kabupaten Sumba Barat, khususnya melalui sektor pariwisata. Studi ini berfokus pada kontribusi globalisasi dalam penggunaan lahan untuk pariwisata serta peran kebijakan pemerintah daerah dalam mengelola dampaknya terhadap HDI. Dengan menggunakan teori liberalisme dan konsep-konsep globalisasi, Human Development Index, serta Sustainable Development Goals (SDGs), penelitian ini menganalisis bagaimana investasi asing dalam pembangunan hotel dan resor mempengaruhi kesejahteraan masyarakat lokal. Melalui pendekatan kualitatif dengan metode studi kasus, penelitian ini menemukan adanya peningkatan penggunaan lahan oleh investor asing. Namun, dampaknya terhadap peningkatan HDI di Kabupaten Sumba Barat masih belum signifikan. Selain itu, penelitian ini mengungkap adanya tantangan seperti konflik penggunaan lahan, ketidaksetaraan dalam distribusi manfaat, serta kurangnya partisipasi masyarakat lokal dalam pengambilan keputusan. Hasil penelitian menunjukkan bahwa keberhasilan pembangunan pariwisata di Sumba Barat bergantung pada pengelolaan sumber daya yang berkelanjutan serta kebijakan pemerintah yang responsif terhadap kebutuhan masyarakat lokal. Oleh karena itu, diperlukan strategi yang lebih inklusif dan berkelanjutan untuk memastikan bahwa pertumbuhan sektor pariwisata benar-benar memberikan manfaat bagi peningkatan kualitas hidup masyarakat di Kabupaten Sumba Barat.
