Abstract
Manajemen risiko merupakan elemen yang sangat penting dalam memastikan keberhasilan proyek konstruksi, terutama dalam menghadapi berbagai tantangan untuk mencapai target waktu, biaya, dan kualitas. Penelitian ini dilakukan dari sudut pandang kontraktor karena keberhasilan suatu proyek sangat bergantung pada peran kontraktor. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor risiko yang memiliki dampak paling signifikan terhadap proyek jalan tol di Jakarta dalam pencapaian waktu, biaya, dan kualitas, serta merumuskan respons terhadap risiko tersebut. Faktor-faktor risiko awal diidentifikasi melalui studi literatur dan wawancara dengan para praktisi di bidang konstruksi, kemudian disebarkan dalam bentuk kuesioner kepada responden untuk memperoleh data penelitian. Data dari kuesioner tersebut kemudian dianalisis menggunakan metode Analytical Hierarchy Process (AHP) dan analisis dampak risiko untuk menentukan tingkat dampak dari setiap risiko. Hasil penelitian menunjukkan bahwa faktor risiko utama yang memengaruhi keterlambatan adalah perizinan dan pembebasan lahan, bencana alam, serta kesalahan estimasi waktu. Faktor utama yang menyebabkan pembengkakan biaya adalah bencana alam, kesalahan estimasi biaya, serta perizinan dan pembebasan lahan. Sementara itu, faktor yang menyebabkan rendahnya kualitas pekerjaan adalah kinerja subkontraktor yang buruk, kesalahan perhitungan desain, serta pemilihan metode pelaksanaan konstruksi yang kurang tepat. Hasil ini menegaskan pentingnya penerapan manajemen risiko yang efektif untuk memitigasi dampak risiko dan memastikan tercapainya target waktu, biaya, serta kualitas dalam proyek jalan tol.

Risk management is a crucial element in ensuring the success of construction projects, particularly when facing various challenges in achieving time, cost, and quality targets. This study was conducted from the contractor's perspective because the success of a project highly depends on the contractor's role. The aim of this study is to identify the risk factors that have the most significant impact on toll road projects in Jakarta in achieving time, cost, and quality, as well as formulating responses to these risks. Initial risk factors were identified through literature review and interviews with construction practitioners, then distributed in the form of a questionnaire to respondents to gather research data. The data from the questionnaire was then analyzed using the Analytical Hierarchy Process (AHP) method and risk impact analysis to determine the impact level of each risk. The results of the study show that the main risk factors affecting delays are permitting and land acquisition, natural disasters, and mistakes in time estimation. The main factors causing cost overruns are natural disasters, mistakes in cost estimation, and permitting and land acquisition. Meanwhile, the factors that cause low work quality are poor subcontractor performance, design calculation mistakes, and the improper selection of construction methods. These findings emphasize the importance of implementing effective risk management to mitigate the impact of risks and ensure the achievement of time, cost, and quality targets in toll road projects.
