Abstract

Skripsi ini bertujuan untuk melihat adanya dampak krisis imigran Suriah kepada Turki dan UE serta dinamika hubungannya pasca-krisis imigran yang dimulai dari tahun 2016-2024 dengan menggunakan teori Neoliberalisme. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif dengan teknik pengumpulan data menggunakan jenis data sekunder yang dikumpulkan meliputi dokumen pemerintah Turki dan Uni Eropa terkait hubungan kerjasama kedua negara dalam jangka waktu 2016–2024. Konflik Suriah penyebab adanya krisis imigran yang membebani Turki dan UE, sehingga mereka berkomitmen untuk bekerja sama. Hasil yang didapatkan dari kerja sama mereka adalah dengan adanya EU-Turkey Statement. Bagi UE, kesepakatan tersebut mampu untuk mengurangi para imigran yang ingin menyebrang ke negara Yunani dan bagi Turki sendiri yang mendapatkan keuntungan dari segi finansial, meskipun kesepakatan ini dikritik melanggar HAM. Kesepakatan ini dianggap sebagai titik pemulihan hubungan bagi UE dan Turki, namun tidak berlangsung lama karena situasi internal Turki yang mengalami kemunduran dari segi demokrasi, kebebasan berpendapat, dan HAM yang merupakan salah satu nilai penting dalam UE, sehingga membuat relasi mereka kembali memburuk hingga terjadi pemberhentian negosiasi keanggotaan Turki yang diputuskan oleh UE pada tahun 2018. Pada tahun-tahun berikutnya, Turki dan Uni Eropa sepakat untuk memperpanjang UE-Turkey Statement 2.0 dengan isi kesepakatan yang lebih terstruktur dan menjawab semua kritik sebelumnya. Mulai dari momen ini bahwa Turki semakin menunjukkan sebagai negara yang independen pada konflik Rusia-Ukraina dan mengalami perubahan dalam kebijakan luar negerinya yang tidak lagi terikat pada negara barat dan lebih condong pada timur tengah, membuat UE harus bertindak jika tidak ingin kehilangan salah satu partner strategis dengan cara mengubah Ankara Agreement atau menjadi lebih adaptif terhadap Turki di masa depan. / This thesis aims to look at the impact of the Syrian immigrant crisis on Türkiye and the EU and the dynamics of their relationship after the immigrant crisis which started from 2016-2024 using Neoliberalism theory. This research uses a qualitative approach and descriptive methods with data collection techniques using secondary types of data collected including Turkish and European Union government documents related to cooperative relations between the two countries in the 2016– 2024 period. The Syrian conflict is causing a migrant crisis that is burdening Türkiye and the EU, so they are committed to working together. The result obtained from their cooperation was the EU-Turkey Statement. For the EU, this agreement was able to reduce immigrants who wanted to cross to Greece and for Turkey itself, which benefited financially, although this agreement was criticized as violating human rights. This agreement was considered a point of rapprochement for the EU and Turkey, but it did not last long because Turkey's internal situation experienced a setback in terms of democracy, freedom of expression and human rights, which are one of the important values in the EU, thus causing their relations to deteriorate again until the termination occurred. Turkey's membership negotiations were decided by the EU in 2018. In the following years, Turkey and the European Union agreed to extend the EU-Turkey Statement 2.0 with a more structured agreement and answer all previous criticism. Starting from this moment, Turkey is increasingly showing itself as an independent country in the Russian-Ukrainian conflict and experiencing a change in its foreign policy which is no longer tied to western countries and is more inclined towards the Middle East, making the EU have to act if it does not want to lose one of its strategic partners. by changing the Ankara Agreement or being more adaptive towards Turkey in the future.
