Abstract

Penelitian ini menganalisis kebijakan luar negeri asertif Arab Saudi di bawah kepemimpinan Mohammed bin Salman (MBS) sebagai upaya untuk menyeimbangkan kembali kekuatan regional di Timur Tengah. Kebijakan ini menunjukkan transformasi signifikan dari pendekatan tradisional berbasis diplomasi finansial menuju strategi yang lebih proaktif, tegas, dan terkadang konfrontatif. Kebijakan tersebut terlihat dari langkahlangkah seperti intervensi militer di Yaman, blokade diplomatik terhadap Qatar, hingga pembentukan aliansi strategis baru. Melalui penelitian ini menggunakan pendekatan deskriptif kualitatif dengan mengumpulkan data dari sumber eskunder seperti buku, laporan resmi, dan artikel daring. Ditemukan bahwa kebijakan luar negeri asertif Arab Saudi dipicu oleh upaya untuk menghadapi ancaman dari Iran. Kemudian kerangka teori Neorealisme dan Balance of Power untuk menganalisis faktor-faktor pendorong kebijakan ini. Hasil penelitian menunjukkan bahwa kebijakan luar negeri asertif Arab Saudi dipengaruhi oleh beberapa faktor utama: upaya membendung pengaruh Iran di kawasan, memperkuat posisi geopolitik Arab Saudi, serta mendukung modernisasi domestik melalui program Saudi Vision 2030. Kebijakan ini terbukti meningkatkan pengaruh Arab Saudi di Timur Tengah namun juga menciptakan tantangan baru, seperti meningkatnya ketegangan regional dan kritik internasional atas dampak kemanusiaan di Yaman. Penelitian ini memberikan wawasan tentang bagaimana kebijakan luar negeri asertif digunakan sebagai strategi untuk mempertahankan dan memperluas pengaruh Arab Saudi di lingkungan geopolitik yang dinamis. Hasil penelitian ini memiliki faktor pengaruh seperti adanya Internal & external balancing, Kerjasama ekonomi, keamanan kolektif, dilema keamanan, fleksibilitas aliansi, dan balance of threat / This research analyzes Saudi Arabia's assertive foreign policy under the leadership of Mohammed bin Salman (MBS) as an effort to rebalance regional power in the Middle East. This policy reflects a significant transformation from a traditional approach based on financial diplomacy to a more proactive, assertive, and at times confrontational strategy. Evidence of this policy is seen in actions such as military intervention in Yemen, diplomatic blockade against Qatar, and the formation of new strategic alliances. The study employs a qualitative descriptive approach, gathering data from secondary sources such as books, official reports, and online articles. It finds that Saudi Arabia's assertive foreign policy is driven by efforts to counter threats from Iran. The theoretical framework of Neorealism and Balance of Power is used to analyze the factors influencing this policy. The resultsindicate that several key factors shape Saudi Arabia's assertive foreign policy: efforts to contain Iranian influence in the region, strengthening Saudi Arabia's geopolitical position, and supporting domestic modernization through the Saudi Vision 2030 program. While this policy has enhanced Saudi Arabia's influence in the Middle East, it has also created new challenges, including increased regional tensions and international criticism regarding humanitarian impacts in Yemen. This research provides insights into how assertive foreign policy is employed as a strategy to maintain and expand Saudi Arabia's influence in a dynamic geopolitical environment. The findings highlight influential factors such as internal and external balancing, economic cooperation, collective security, security dilemmas, alliance flexibility, and balance of threat.
