Abstract

Industri manufaktur elektronik di Indonesia memiliki potensi besar untuk berkembang dan memberikan kontribusi signifikan terhadap pertumbuhan ekonomi. Peningkatan FDI di sektor ini dapat memperkuat ekosistem manufaktur dan iklim investasi, sekaligus mendorong keberlanjutan industri. Namun Indonesia masih memiliki hambatan-hambatan yang membuat MNC enggan untuk berinvestasi manufaktur, seperti Apple Inc. Oleh karena itu, dengan menggunakan teori liberal, serta konsep FDI, MNC, diplomasi ekonomi, dan industri manufaktur elektronik, tulisan ini bertujuan untuk memberikan gambaran secara komprehensif mengenai hambatan Indonesia untuk menarik FDI terhadap industri manufaktur elektronik. Tulisan ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data diperoleh dari data sekunder yang relevan dengan berbagai sumber, kemudian dianalisis menggunakan teknik klasifikasi, interpretasi, dan analisis. Dengan melihat motif Indonesia dari segi ekonomi, politik, dan keamanan, dapat tergambar jelas posisi Indonesia untuk menarik FDI industri manufaktur elektronik. Motif ini menjadi latar belakang untuk Indonesia menangani hambatan serta pendorong untuk upaya-upaya yang dilakukan mengingat industri manufaktur memberikan multiplier effect bagi perekonomian Indonesia. Hasil temuan memperlihatkan berbagai hambatan yang dialami Indonesia untuk menarik investasi terlebih khusus perusahaan besar seperti Apple Inc. Hambatan tersebut berupa hambatan artifisial dan natural. Melalui diplomasi ekonomi yang Indonesia lakukan, terdapat upaya-upaya untuk memperkecil hambatan serta meningkatkan daya tawar sebagai negara yang memiliki probabilitas besar di industri ini. Dengan demikian juga akan terus ada evaluasi terkait dengan kebijakan maupun hal lain untuk memperkuat industri manufaktur elektronik Indonesia yang berdampak pada stabilitas negara. / The electronics manufacturing industry in Indonesia has great potential to develop and make a significant contribution to economic growth. Increasing FDI in this sector can strengthen the manufacturing ecosystem and investment climate, while encouraging the sustainability of the industry. However, Indonesia still has obstacles that make MNCs reluctant to invest in manufacturing, such as Apple Inc. Therefore, by using liberal theory, as well as the concepts of FDI, MNC, economic diplomacy, and the electronics manufacturing industry, this paper aims to provide a comprehensive overview of Indonesia's obstacles to attracting FDI to the electronics manufacturing industry. This paper uses a qualitative approach with a case study method. Data were obtained from secondary data relevant to various sources, then analyzed using classification, interpretation, and analysis techniques. By looking at Indonesia's motives in terms of economy, politics, and security, Indonesia's position in attracting FDI in the electronics manufacturing industry can be clearly illustrated. This motive is the background for Indonesia to deal with obstacles and drivers for efforts made considering that the manufacturing industry provides a multiplier effect on the Indonesian economy. The findings show various obstacles experienced by Indonesia in attracting investment, especially large companies such as Apple Inc. These obstacles are in the form of artificial and natural obstacles. Through Indonesia's economic diplomacy, there are efforts to reduce obstacles and increase bargaining power as a country that has a large probability in this industry. Thus, there will also be continuous evaluations related to policies and other things to strengthen Indonesia's electronic manufacturing industry which has an impact on the stability of the country.
