Abstract

Ekspansi NATO merupakan fenomena monumental dalam dinamika keamanan kawasan Eropa, dengan keanggotaan aliansi bertambah dari 16 menjadi 33 negara anggota sejak berakhirnya Perang Dingin. Ekspansi masif ini membawa implikasi signifikan, berpotensi membentuk kembali lanskap keamanan Eropa, meningkatkan persaingan geopolitik, serta memengaruhi keseimbangan antara pertahanan kolektif dan stabilitas regional dalam jangka panjang. Penelitian ini bertujuan untuk mengungkap alasan di balik setiap gelombang ekspansi NATO, implikasinya terhadap dinamika keamanan kawasan Eropa, serta tantangan dan peluang yang dihadapi NATO di masa mendatang. Kajian ini menggunakan perspektif Copenhagen School, yang didukung oleh teori dan konsep turunannya, seperti teori sekuritisasi, konsep keamanan sektoral, dan RSCT. Penelitian ini mengadopsi pendekatan kualitatif dengan metode deskriptif serta menggunakan event structure analysis sebagai teknik analisis data. Hasil penelitian pun menunjukkan bahwa ekspansi NATO didorong oleh faktor militer, politik, ekonomi, dan sosial, dengan alasan utama untuk mengintegrasikan negara-negara bekas Blok Timur ke dalam dinamika keamanan Eropa Barat. Integrasi tersebut memunculkan implikasi signifikan, di mana karena adanya kesamaan isu keamanan dan interdependensi melalui pertahanan kolektif, negara yang berada di kompleks Eropa Timur dan sub-kompleks Balkan berintegrasi dengan Kompleks Eropa Barat. Di sisi lain, ekspansi ini berhasil mengurangi dominasi Rusia terhadap negara-negara di kompleks Eropa Timur. Tantangan utama bagi NATO ke depannya adalah kesiapan menghadapi kemungkinan berkurangnya keterlibatan Amerika Serikat di kawasan Eropa. Namun, bentuk persahabatan dan interdependensi yang telah terjalin di antara negara-negara Eropa menawarkan peluang bagi NATO untuk tetap bertahan sebagai aliansi pertahanan yang kuat dan relevan. / NATO expansion is a monumental phenomenon in the security dynamics of the European region, with the alliance's membership increasing from 16 to 33 member states since the end of the Cold War. This massive expansion carries significant implications, potentially reshaping Europe's security landscape, intensifying geopolitical competition, and affecting the balance between collective defense and regional stability in the long term. This study aims to uncover the reasons behind each wave of NATO expansion, its implications for the security dynamics of the European region, and the challenges and opportunities NATO faces in the future. It adopts the Copenhagen School perspective, supported by related theories and concepts such as securitization theory, sectoral security, and RSCT. This research employs a qualitative approach with descriptive methods and uses event structure analysis as the data analysis technique. The findings show that NATO expansion is driven by military, political, economic, and social factors, with the primary goal of integrating former Eastern Bloc countries into the Western European security dynamic. This integration has significant implications, as shared security concerns and interdependence through collective defense have led countries in the Eastern European complex and the Balkan sub-complex to integrate with the Western European complex. On the other hand, the expansion has reduced Russia's dominance over countries in the Eastern European complex. The main challenge for NATO moving forward is its readiness to face the potential decline in U.S. engagement in the European region. However, the established friendship and interdependence among European countries present an opportunity for NATO to remain a strong and relevant defense alliance.
