Abstract
Penelitian ini membahas upaya internasional Indonesia dalam mencapai Minimum
Essential Force (MEF) sebagai bagian dari upaya memperkuat postur pertahanan
nasional dan memastikan stabilitas regional di tengah dinamika geopolitik yang
terus berkembang. MEF mencerminkan strategi multidimensional yang
mengintegrasikan modernisasi alutsista, peningkatan kemandirian industri
pertahanan, serta transfer teknologi melalui kerja sama dengan negara mitra seperti
Turki, Rusia, Amerika Serikat, Ceko, Cina, Australia, dan Korea Selatan. Penelitian
ini menggunakan teori neorealisme yang menekankan pentingnya keamanan negara
dalam sistem anarki, serta konsep balancing strategy, kepentingan nasional, dan
hard power untuk menganalisis langkah-langkah strategis Indonesia. Dengan
metode kualitatif, penelitian mengevaluasi sejauh mana kerja sama internasional
berkontribusi pada pencapaian target MEF. Urgensi terbentuknya MEF muncul
sebagai respons Indonesia terhadap ancaman terhadap kepentingan dan keamanan
nasional, baik dari dalam negeri maupun dari dinamika sistem internasional, seperti
ketegangan yang terjadi di Laut Cina Selatan. Hasil penelitian menunjukkan bahwa
MEF berkontribusi pada penguatan kemandirian sektor pertahanan, selain sebagai
strategi untuk memastikan keamanan nasional. Pencapaian program hingga 2023
mencerminkan adanya peningkatan signifikan dalam modernisasi alutsista,
meskipun terdapat tantangan kompleks, yaitu terjadinya pandemi COVID-19 yang
menjadi faktor penghambat pelaksanaan MEF III. Pergeseran terminologi ke
“Pembangunan Kekuatan Pokok” merefleksikan komitmen Indonesia untuk
memperluas kemampuan pertahanan di luar target minimum untuk menuju
kekuatan yang lebih besar. Selain itu, keberhasilan kerja sama internasional dalam
program MEF menunjukkan pentingnya aliansi strategis dalam mempercepat
penguasaan teknologi dan pengembangan industri pertahanan lokal. Dengan
pendekatan ini, Indonesia tidak hanya memperkuat sektor pertahanan, tetapi juga
memanfaatkan modernisasi alutsista sebagai katalis untuk membangun stabilitas
jangka panjang di kawasan. / This research discusses Indonesia’s international efforts to achieve the Minimum
Essential Force (MEF) as part of strengthening its national defense posture and
ensuring regional stability amid the ever-evolving geopolitical dynamics. MEF
reflects a multidimensional strategy that integrates defense modernization,
enhancement of defense industry independence, and technology transfer through
cooperation with partner countries such as Turkey, Russia, the United States, the
Czech Republic, China, Australia, and South Korea. This study employs neorealist
theory, which emphasizes the importance of state security in an anarchic system,
alongside the concepts of balancing strategy, national interest, and hard power to
analyze Indonesia's strategic steps. Using a qualitative methodology, the research
evaluates the extent to which international cooperation contributes to the
achievement of MEF targets. The urgency of MEF’s formation arises as Indonesia’s
response to threats to its national interests and security, both from domestic factors
and international system dynamics, such as tensions in the South China Sea. The
findings indicate that MEF contributes to strengthening the independence of the
defense sector, in addition to being a strategy to ensure national security. The
program’s achievements up to 2023 reflect significant progress in defense
modernization, despite complex challenges, including the COVID-19 pandemic,
which acted as an impediment to the implementation of MEF III. The shift in
terminology to "Pembangunan Kekuatan Pokok" reflects Indonesia’s commitment
to expanding its defense capabilities beyond the minimum target towards a greater
force. Furthermore, the success of international cooperation in the MEF program
underscores the importance of strategic alliances in accelerating technology
acquisition and the development of the local defense industry. Through this
approach, Indonesia not only strengthens its defense sector but also utilizes defense
modernization as a catalyst for building long-term stability in the region.
