Abstract
Penelitian ini mengkaji upaya penanganan ancaman kesejahteraan pengungsi di
Jakarta selama 2022–2024 dengan menyoroti ancaman kesejahteraan para
pengungsi serta kolaborasi pemerintah dan aktor nonnegara. Banyak pengungsi dari
Afghanistan, Somalia, Myanmar, Irak, Sudan, dan Yaman datang ke Indonesia
akibat konflik, perang, pelanggaran HAM, persekusi, dan diskriminasi di negara
asal mereka, serta posisi strategis Indonesia sebagai negara transit. Berlandaskan
teori neoliberalisme, penelitian ini menggunakan konsep kerja sama internasional,
pengungsi, dan hak asasi manusia untuk memahami isu ini. Menggunakan
pendekatan kualitatif dengan metode deskriptif, data primer diperoleh melalui
wawancara dengan pengungsi, UNHCR, dan SUAKA, serta observasi lapangan.
Data sekunder berasal dari studi literatur dan dokumen resmi. Hasil penelitian
menunjukkan bahwa pengungsi di Jakarta menghadapi tantangan besar, termasuk
akses terbatas terhadap pendidikan, pekerjaan, dan layanan kesehatan, serta
ketidakpastian status hukum. Bantuan yang diberikan oleh UNHCR dan IOM
mencakup tunjangan bulanan, layanan medis, dan perumahan komunitas, namun
belum cukup untuk memenuhi kebutuhan mereka secara menyeluruh. Kolaborasi
antara pemerintah Indonesia dengan UNHCR dan IOM difokuskan pada pemberian
bantuan kemanusiaan, advokasi kebijakan, serta upaya resettlement ke negara
ketiga. Selain itu, organisasi nonpemerintah seperti SUAKA dan JRS Indonesia
berperan penting dalam pemberdayaan hukum dan advokasi bagi pengungsi.
Kesimpulannya, kolaborasi antara pemerintah, organisasi internasional, dan NGO
sangat penting untuk meningkatkan kesejahteraan pengungsi. Namun, keterbatasan
sumber daya dan regulasi domestik yang belum memadai menjadi hambatan utama.
Penelitian ini merekomendasikan peningkatan kerja sama lintas sektor dan
perumusan kebijakan nasional yang lebih inklusif untuk menjamin hak-hak dasar
pengungsi. / This research explores how the welfare of refugees in Jakarta was addressed from
2022–2024, focusing on the challenges refugees face and the collaboration between
the government and non-state actors. Many refugees from countries like
Afghanistan, Somalia, Myanmar, Iraq, Sudan, and Yemen have come to Indonesia
due to conflict, war, human rights violations, persecution, and discrimination in
their home countries. Indonesia’s strategic position as a transit country also plays a
role in attracting refugees. Using a neoliberalism theory framework, the study
applies concepts of international cooperation, refugees, and human rights to better
understand the issue. A qualitative descriptive approach was used, with primary
data collected through interviews with refugees, UNHCR, and SUAKA, as well as
field observations. Secondary data came from literature reviews and official
documents. The findings reveal that refugees in Jakarta face significant challenges,
including limited access to education, employment, and healthcare, along with
uncertainty about their legal status. Support from UNHCR and IOM includes
monthly allowances, medical services, and community housing, but these efforts
fall short of meeting all their needs. Collaboration between the Indonesian
government, UNHCR, and IOM focuses on humanitarian aid, policy advocacy, and
resettlement efforts to third countries. NGOs like SUAKA and JRS Indonesia also
play key roles in legal empowerment and advocacy for refugees. As conclusion,
collaboration between the government, international organizations, and NGOs is
essential to improve refugee welfare. However, limited resources and inadequate
domestic regulations remain major obstacles. This study recommends stronger
cross-sector cooperation and the development of more inclusive national policies
to ensure refugees’ basic rights are protected.
