Abstract

Sampah plastik telah menjadi ancaman serius bagi ekosistem laut di Indonesia, yang merupakan negara kepulauan terbesar di dunia. Plastik yang mencemari laut tidak hanya merusak keanekaragaman hayati, tetapi juga mengancam kesehatan masyarakat serta keberlanjutan lingkungan. Penelitian ini menganalisis peran Greenpeace dalam melindungi laut Indonesia dari sampah plastik selama periode 2018–2023 melalui pendekatan kualitatif berbasis data sekunder, seperti laporan Greenpeace dan publikasi ilmiah. Selain itu, penelitian ini menggunakan teori Liberalisme Sosiologis yang didukung dengan konsep Organisasi Internasional Nonpemerintah, Kerja Sama Internasional, dan Keamanan Lingkungan. Hasil penelitian menunjukkan bahwa Greenpeace memainkan peran strategis melalui empat pendekatan utama: advokasi kebijakan, kampanye publik, edukasi masyarakat, serta kerja sama dengan pemangku kepentingan. Selain itu, Greenpeace juga berupaya meningkatkan tekanan kepada produsen besar agar mengurangi penggunaan plastik sekali pakai dalam produk mereka. Upaya ini dilakukan melalui kampanye global yang terintegrasi dengan gerakan lokal di berbagai wilayah Indonesia. Namun, dampak dari berbagai upaya tersebut belum sepenuhnya maksimal karena masih banyak tantangan yang harus diatasi. Tantangan-tantangan ini termasuk lemahnya penegakan regulasi oleh pemerintah, rendahnya kesadaran masyarakat mengenai dampak sampah plastik, serta keterbatasan infrastruktur pengelolaan limbah di berbagai daerah. Selain itu, resistensi dari sektor swasta yang terus memproduksi plastik sekali pakai menjadi hambatan besar dalam proses transisi menuju ekonomi sirkular. Penelitian ini menyimpulkan bahwa sinergi antara organisasi non-pemerintah, pemerintah, masyarakat, dan sektor swasta sangat diperlukan untuk menciptakan laut Indonesia yang bebas dari sampah plastik di masa depan. Dengan kolaborasi yang lebih intensif dan dukungan kebijakan yang kuat, harapan akan terciptanya ekosistem laut yang sehat dan berkelanjutan dapat terwujud. / Plastic waste has become a significant threat to marine ecosystems in Indonesia, the largest archipelago in the world. Plastic pollution in the ocean not only harms biodiversity but also poses risks to public health and environmental sustainability. This study analyzes Greenpeace's role in protecting Indonesia’s seas from plastic waste during the 2018–2023 period using a qualitative approach based on secondary data, such as Greenpeace reports and scientific publications. This research uses Liberal Institutionalism theory and supported by the concepts of International Nongovermental Organization, International Cooperation, and Environmental Security. The findings indicate that Greenpeace has played a strategic role through four main approaches: policy advocacy, public campaigns, community education, and collaboration with stakeholders. In addition, Greenpeace has increased pressure on major corporations to reduce their use of single-use plastics in their products. These efforts are part of a global campaign integrated with local movements across various regions in Indonesia. However, the impact of these efforts has not yet reached its full potential due to several challenges. These include weak enforcement of regulations by the government, low public awareness and participation, and limited waste management infrastructure in many areas. Furthermore, resistance from private sectors that continue to produce single-use plastics remains a significant obstacle in the transition to a circular economy. This study concludes that synergy between non-governmental organizations, the government, communities, and private sectors is crucial to creating a future where Indonesia's seas are free from plastic waste. With more intensive collaboration and stronger policy support, the hope of achieving a healthy and sustainable marine ecosystem can become a reality.
